Winter Storm Watch issued December 21 at 4:00AM PST expiring December 25 at 4:00PM PST by NWS Sacramento CA
A winter storm is expected to bring hazardous winter driving
conditions to the Northern Sierra Nevada and mountains of western
Plumas County Monday into Tuesday. The Interstate 80 and Highway
50 corridors will likely experience travel delays and chain
controls. Holiday travelers should consider adjusting travel
times to avoid the heaviest snow, which is currently expected
Monday afternoon and evening. Snow levels will start out around
6000 feet and then lower to around 5000 feet Monday night, then
down to around 4000 feet Tuesday morning.
* WHAT...Heavy snow possible. Plan on difficult travel conditions,
including during the evening commute on Monday. Total snow
accumulations of 7 to 15 inches, with localized amounts up to
28 inches, are possible.
* WHERE...Western Plumas County/Lassen Park and West Slope
Northern Sierra Nevada.
* WHEN...From Monday morning through Tuesday afternoon.
* ADDITIONAL DETAILS...Significant reductions in visibility are
possible.

Additional rainfall amounts of one half to one and half inches are
possible in the warned area through late morning.

* Until 1015 AM EST.
* At 710 AM EST, Doppler radar and automated rain gauges indicated
minor flooding occurring in the advisory area from recent heavy
rainfall. The latest stream gauge data indicates that the water
level at the Middle Tiger near Gramling is 8.42 feet and rising.
At 8 feet, advisory stage, Resin Creek is likely flooding near its
confluence with the Middle Tyger River, partially flooding Mt.
Lebanon Church Road immediately west of the gauge site with 1 to 3
inches of water. At 9 feet, Resin Creek will likely flood near its
confluence with the Middle Tyger River, partially flooding Mt.
Lebanon Church Road immediately west of the gauge site with up to
3-6 inches of water.
* Some locations that will experience flooding include...
Duncan, Lyman, Wellford, Gowensville, Greer and Moore.

As a deep low pressure moves through the Hudson Valley strong
southerly winds will develop just above the surface through the
day today. As warmer air moves into coastal areas some of that
wind will begin to make its down to the ground. The strongest
winds aloft are centered around Friday evening, and this is when
to expect the highest wind gusts for coastal areas.
The National Weather Service in Gray has issued a Wind Advisory,
which is in effect until 7 PM EST this evening.
* Winds...Southeast 15 to 30 mph with gusts locally up to 50 mph.
* Timing...During the day today
* Impacts...Strong wind gusts may lead to downed tree limbs and
scattered power outages across northwestern Grafton County and
southwestern Coos County in New Hampshire. This is due to
southeasterly downsloping winds off the White Mountains.
A Wind Advisory means that sustained winds of 30 to 39 mph...or
wind gusts 46 to 57 mph...are expected. Winds this strong can
make driving difficult...especially for high profile vehicles.

..LOW WATER ADVISORY IN EFFECT UNTIL MIDNIGHT CST FRIDAY NIGHT...
.Northwesterly winds are beginning to slowly subside late
tonight. A small craft advisory is in effect in the nearshore
waters until 9 am and in the offshore waters through noon. The
offshore winds are also causing tide levels to fall below
astronomical normals. A low water advisory is in effect for the
bays through Friday night. The lowest water levels are expected to
occur Friday at low tide.
Winds and waves are only slowly diminishing, and small craft will
still need to exercise caution on the bays this morning.
Low water will be a continuing problem through at least times of
low tide today. Conditions will begin to improve into Saturday,
but it is possible that it will not be enough to avoid having to
extend the low water advisory another day.
A Low Water Advisory means water levels are expected to be
significantly below average. Mariners should use extreme caution
and transit at the slowest safe navigable speed to minimize
impact.

The National Weather Service in Charleston West Virginia has extended
the
* Flood Warning for Urban Areas and Small Streams in...
North central Washington County in southeastern Ohio...
* Until 1115 AM EST.
* At 720 AM EST, Rain from yesterday and overnight, plus additional
rain expected this morning, will continue to cause flooding of
streams and creeks, especially Duck Creek.
* The 6:30 AM EST stage reading at Macksburg was 13.39 feet and
rising. Duck Creek at Macksburg will continue a slow rise this
morning and crest late this morning and then fall through the
afternoon hours. At stages between 13 and 15 feet, Broad Street
starts to flood near Duck Creek. Homes on the left bank start to
flood. The campground next to the Macksburg stream gage floods.
* Other locations that may experience flooding include... Marietta,
Williamstown, Lowell, Lower Salem and Devola.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.
Please report flooding to the National Weather Service by calling
toll free, 800 401 9535, when you can do so safely.

Northeastern Henderson County in western North Carolina...
Southeastern Buncombe County in western North Carolina...
* Until 1045 AM EST.
* At 742 AM EST, Doppler radar and automated rain gauges indicated
continued heavy rainfall at rates in excess of one inch per hour
across much of Henderson and southern Buncombe Counties. This
rainfall, combined with heavy rain that fell over the past 24
hours, will cause minor flooding in the advisory area.
* Some locations that will experience flooding include...
East Asheville, Arden, Fletcher, Swannanoa, Fairview In Buncombe
County, Mountain Home, Biltmore Forest, Bat Cave, Asheville
Airport and the area around the Blue Ridge Parkway near the North
Carolina Arboretum. Flooding is most likely to develop along the
Root River, Cane Creek, and other tributaries to the French Broad
River. Flooding is also possible on Gap Creek, Shoal Creek, and
Brush Creek near the Buncombe and Henderson County borders.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
