Additional rounds of showers and thunderstorms today and tonight
will produce moderate to locally heavy rainfall. Given an
extremely saturated ground, along with swollen creeks and rivers,
subsequent rounds of heavy rainfall will potentially lead to
flash flooding, and exacerbate any lingering areal flooding
issues.
The Flash Flood Watch continues for
* Portions of Alabama and southern middle Tennessee, including
the following areas, in Alabama, Colbert, Cullman, DeKalb,
Franklin AL, Jackson, Lauderdale, Lawrence, Limestone,
Madison, Marshall, and Morgan. In southern middle Tennessee,
Franklin TN, Lincoln, and Moore.
* Through this evening
* Showers and a few thunderstorms, some with locally heavy rain
are possible this morning. A strong cold front will bring
another round of showers and thunderstorms across the region
this afternoon and evening. Given the already saturated soils,
any additional rain will fall as runoff and lead to a continued
threat for flash flooding. Additional rainfall amounts of 1 to 3
inches are possible, especially over northwest Alabama.
* Residents should make preparations if they live in a flood
prone area.
A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a VERY DANGEROUS SITUATION.

An additional round heavy rain will fall across the area through
this evening. Given the saturated ground conditions, additional
heavy rainfall will easily result in additional flash flooding for
much of the watch area.
The Flash Flood Watch continues for
* Portions of southeast Arkansas, northeast Louisiana and
Mississippi, including the following areas in southeast
Arkansas, Ashley and Chicot. In northeast Louisiana, East
Carroll, Morehouse, Richland and West Carroll. In Mississippi,
Attala, Bolivar, Carroll, Choctaw, Clay, Grenada, Holmes,
Humphreys, Issaquena, Leflore, Lowndes, Montgomery, Noxubee,
Oktibbeha, Sharkey, Sunflower, Washington, Webster, Winston
and Yazoo.
* Through this evening
* Additional rainfall amounts of one to three inches are expected
through this evening, especially over northern portions of the
ArkLaMiss Delta region. This is on top of already saturated
ground.
* The flooding of roads, low lying areas, and areas with poor
drainage is expected. Road closures and threats to structures
will continue in some locations. Area rivers and streams may
rise to levels not seen in decades. If encountering flooded
roads, remember to turn around, don't drown.

At 606 AM EST, Doppler radar indicated mainly patchy light rain
falling across the Saluda River basin and headwaters area in
Greenville, Pickens, and Anderson Counties. The river gauge on the
Saluda River at Greenville indicated a level of 8.2 feet this
morning, with river levels falling slowly. At levels above 8 feet,
the water may be near homes on the Pickens County side of the river,
and at bankfull on the Greenville side.
In addition, the gauge at the Saluda Lake Dam reported a height of
102.2 feet, which is above the action stage of 101.5 feet. At 102
feet, water may be spilling over the dam and flooding low-lying
downstream locations along the Saluda River. Saluda Lake Landing may
be flooded.
Other locations that may experience flooding include...Welcome,
Powdersville, Berea, and West Greenville.
A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

Since last Saturday, numerous waves of moderate to heavy rain
have moved across north central Alabama. Widespread rainfall
totals of 3 to 6 inches have already fallen. Additionally, there
have been some isolated locations with higher totals into the
8 to 10 inch range. More rain is forecast today and tonight across
the entire watch area. Additional rainfall amounts around one
inch, though locally higher amounts possible.
The Flood Watch continues for
* Portions of central Alabama, east central Alabama, northeast
Alabama, northwest Alabama, and west central Alabama,
including the following areas, in central Alabama, Bibb,
Blount, Jefferson, Shelby, St. Clair, Talladega, and Walker.
In east central Alabama, Calhoun, Clay, and Cleburne. In
northeast Alabama, Cherokee and Etowah. In northwest Alabama,
Marion and Winston. In west central Alabama, Fayette, Lamar,
Pickens, and Tuscaloosa.
* Through late tonight
* Periods of moderate to heavy rainfall over the past week have
caused creeks and rivers to become full and overflowing their
banks. Many roads across the watch area are flooded and closed
to traffic. Surface soil conditions are saturated, and any
additional rainfall will quickly runoff, filling low lying
areas, ditches, and creeks. Even though forecast rainfall
amounts are not overly excessive, any rainfall will aggravate
existing conditions.
* Those with interests in flood prone or low lying areas, and
along local rivers in North and West Central Alabama, should
be ready to take action if water levels rise.
A flood watch means there is a potential for flooding based on
current forecasts.
You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

* WINDS...West 20 to 30 mph with 45 to 55 mph gusts.
* TIMING...A surge of winds late Sunday afternoon and early
Sunday evening may result in gusts up to 45 mph. Otherwise,
the strongest winds will affect the area late Sunday night
through Monday.
* IMPACTS...Strong winds may blow down limbs, trees, and power
lines. Scattered power outages are expected.
* ADDITIONAL DETAILS...The ground is quite saturated, and rainfall
this weekend, generally ranging from 1/2 to 1 inch across the
northern half of the forecast area and from 1 to 1 1/2 inches
across the southern half of the forecast area will add to this.
It will not take much wind to result in downed trees and power
lines.
A High Wind Watch means there is the potential for a hazardous
high wind event. Sustained winds of at least 40 mph, or gusts of
58 mph or stronger may occur. Continue to monitor the latest
forecasts.

Counties
Recent heavy rainfall across the area has saturated the ground and caused
river levels to rise. The river remains above action stage, with slow falls
expected today until heavier rain returns from the west tonight.
The Flood Advisory continues for
the Broad River in SC near Blacksburg

* At 6 AM this morning the stage was 13.2 feet.
* Action Stage is 13.0 feet.
* Minor Flood Stage is 16.0 feet.
* FORECAST: The river will continue to slowly fall.
* IMPACTS: At 14.0 feet: Minor flooding of low-lying farmland along the
river occurs. Areas along Buffalo Creek may begin to flood due to
backwater effects.
* IMPACTS: At 13.0 feet: The Broad River may overflow its banks
and flood adjacent low-lying areas.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Flood Advisory for a river forecast point means that nuisance
flooding is expected to occur along the river when the river level is
forecast to be just below or at the official flood stage.
Caution is urged when walking near river banks. Keep children away

An area of moderate to locally heavy rain will continue to lift
north across the area over the next few hours. With temperatures
at the freezing mark this will lead to freezing rain and slick
travel conditions. Many roads are reported to be at least
partially covered in ice north of Highway 30 in eastern Iowa, and
road conditions are deteriorating into northwest Illinois as the
freezing rain increases. Lesser traveled or untreated roadways
will be especially icy and hazardous. If you will be driving this
morning be sure to slow down, give yourself plenty of braking
distance, and allow plenty of time to reach your destination.

At 633 AM EST, Doppler radar indicated continued rounds of mainly
light rainfall moving across Cabarrus County, impacting locations
already saturated from heavy rainfall over the past several days.
Flooding continues on the Rocky River above Irish Buffalo Creek this
morning. The stream gauge 5 miles west of Georgeville reported a
level of 17.0 feet and slowly falling. Several tributaries of the
Rocky River will continue to flood roads, including portions of
Stallings Rd, Poplar Tent Rd, Hopewell Church Rd, Bowman Barrier Rd,
and Mount Pleasant Rd. Other locations that will experience flooding
include...the Charlotte Motor Speedway vicinity, Harrisburg, and
West Concord.
Most flood deaths occur in vehicles. Do not attempt to cross
water-covered roadways, bridges, or low-level crossings. Only a few
inches of rapidly flowing water can carry away your vehicle. It is
not worth the risk. Please TURN AROUND, DON'T DROWN.

this morning, before moving northeast across the western plains of
Kansas late this morning. Breezy to windy conditions will cause
some blowing and drifting snow with greatly reduced visibilities.
* WHAT...Snow expected. Total snow accumulations of 2 to 4
inches expected, except 4 to 8 inches above 7500 feet. Higher
amounts are possible near Raton Pass. Winds gusting as high as
50 mph will cause some blowing and drifting snow.
* WHERE...East Slopes Sangre de Cristo Mountains, Raton Ridge
and Johnson Mesa, Far Northeast Highlands and Northeast
Highlands, and Union County.
* WHEN...Through 11 AM MST Saturday.
* ADDITIONAL DETAILS...Plan on slippery road conditions. Gusty
winds could bring down tree branches.
A Winter Weather Advisory for snow means periods of snow will
cause primarily travel difficulties. Expect snow covered roads

* At 539 AM CST, Doppler radar and automated rain gauges indicated
thunderstorms producing heavy rain continue to move into the
warned area. The heavy rain will cause flooding. Between three
to four inches of rain have already fallen.
* Some locations that will experience flooding include...
Florence, Muscle Shoals, Russellville, Sheffield, Tuscumbia, Red
Bay, Rogersville, Killen, Town Creek and Cherokee.
Additional rainfall amounts of one inch are possible in the warned
area.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.

An area of moderate to locally heavy rain will continue to lift
north across the area over the next few hours. With temperatures
at the freezing mark this will lead to freezing rain and slick
travel conditions. Many roads are reported to be at least
partially covered in ice and slush north of Highway 30 in eastern
Iowa, and road conditions are deteriorating into northwest
Illinois as the freezing rain increases. Lesser traveled or
untreated roadways will be especially icy and hazardous. In
addition, due to the heavy rate much of the rain will runoff and
result in standing water especially where storm drains may be
blocked by snow and ice. If be driving this morning be sure to
slow down, give yourself plenty of braking distance, and allow
plenty of time to reach your destination. Remember, never drive
through flooded roadways.

Winter Weather Advisory issued February 23 at 4:58AM MST expiring February 26 at 5:00PM MST by NWS Pocatello ID
* WHAT...Periods of light to moderate snow and blowing snow are
expected. Snow accumulations of 1 to 3 inches Sunday, 1 to 3
inches Monday, and 1 to 2 inches Tuesday are expected, leading
to 3 day total snow accumulations of 3 to 8 inches. Locally
higher amounts of 6 to 12 inches are possible in the mountains
above pass level, and near Craters of the Moon.
* WHERE...The Arco Desert region, Challis area, Lost River Range,
Big Lost and Little Lost River Valleys, and the Beaverhead Lemhi
Highlands, including but not limited to Craters of the Moon,
Arco, Atomic City, Moore, Mackay, Willow Creek Summit, Challis,
Howe, Idaho National Laboratory, Mud Lake, Dubois, and Monida
Pass.
* WHEN...From 6 PM this evening to 5 PM MST Tuesday.
* IMPACTS...Hazardous travel conditions are expected due to snow
covered and slippery roads and reduced visibility. Southwest
winds of 15 to 25 MPH gusting as high as 40 MPH will cause areas
of blowing and drifting snow and localized whiteouts,
especially Sunday afternoon, Sunday night, and Monday.
A Winter Weather Advisory means periods of snow and blowing snow
will cause primarily travel difficulties. Use caution if driving.

expected. Snow accumulations of 3 to 6 inches Sunday, 4 to 7
inches Monday, and 3 to 7 inches Tuesday are expected, leading
to 3 day total snow accumulations of 10 to 20 inches.
* WHERE...The Bear River Range and Blackfoot Mountains, including
but not limited to Emigration Summit, Fish Creek Summit, Soda
Springs, Grace, and Bancroft.
* WHEN...From 6 PM this evening to 5 PM MST Tuesday.
* IMPACTS...Difficult travel conditions are expected due to snow
covered and slippery roads and reduced visibility. South to
southwest winds of 15 to 25 MPH gusting as high as 40 MPH will
cause areas of blowing and drifting snow and localized whiteouts,
especially Sunday afternoon, Sunday night, and Monday.
A Winter Storm Warning for snow and blowing snow means severe
winter weather conditions are expected. Travel may become very
difficult and is not recommended. If you must travel, keep an
extra flashlight, food and water in your vehicle in case of an
