Northeasterly winds have subsided to more moderate levels, but
fetch across the Gulf waters will continue to produce elevated
seas and rough conditions along the Lower Texas coast. This will
increase the likelihood of dangerous rip currents, as well as
increase water levels along the beach. Minor coastal flooding
will continue along area beaches with the peak being around high
tide. Surf will continue to be rough, but is not expected to
exceed 6 feet in height.
* Timing...Maximum beach inundation will occur within 2 hours
either side of high tide at 3 39 PM CDT Today.
* IMPACTS...Dangerous beach driving, poor walking conditions,
generally a foot or less of water may flood beach chairs,
umbrellas, tents, and trash cans at their usual locations.
Additionally, dangerous swimming conditions expected due to
increased strength and higher frequency of rip currents.
If you become caught in a strong current...yell for help. Remain
calm. Do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a strong current, swim parallel
to shore and back toward the beach when possible. Do not attempt
to swim directly against strong currents as you will tire
quickly.
A Coastal Flood Advisory indicates that onshore winds and tides
will combine to generate flooding of low areas along the shore.
There is a high risk of rip currents.
Rip currents are powerful channels of water flowing quickly away
from shore...which occur most often at low spots or breaks in the
sandbar and in the vicinity of structures such as groins...
jetties and piers. Heed the advice of lifeguards...beach patrol
flags and signs.
If you become caught in a rip current...yell for help. Remain
calm...do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a rip current...swim parallel to
shore and back toward the beach when possible. Do not attempt to
swim directly against a rip current as you will tire quickly.

* At 255 AM CDT, Nebraska Department of Transportation continues to
report critical disruptions along Nebraska roads including
Nebraska Highway 11 in both directions, Nebraska Highway 12 in
both directions, and US 281 in both directions because of
flooding. Numerous roads continue to be closed or impassable
across portions of central and north central Nebraska due to
flooding. Also, portions of the Elkhorn River remain above minor
flood stage. This includes locations near Atkinson, O'Neill, and
Ewing in Holt County. Additional runoff today may worsen flooding
and cause water to remain on some area roads or higher river
levels on area rivers.
* Some locations that will experience flooding include...
O'neill, Broken Bow, Ainsworth, Burwell, Bassett, Spencer,
Springview, Taylor, Brewster, O'Neill, Atkinson, Arnold, Stuart,
Callaway, Sargent, Ansley, Ewing, Merna, Butte and Long Pine.
This includes the following highways...
Highway 183 between mile markers 74 and 225.
Highway 20 between mile markers 225 and 328.
Highway 281 between mile markers 132 and 223.
Highway 2 between mile markers 228 and 306.
Highway 92 between mile markers 247 and 308.
Highway 12 between mile markers 24 and 134.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Please report flooding to your local law enforcement agency when you
can do so safely.

Rough seas continue to affect the offshore Lower Texas coastal
waters due to the interaction of high and low pressure. While
winds have subsided to moderate levels, fetch across the Gulf
will keep swells elevated. Therefore, the Small Craft Advisory
continues for the Gulf of Mexico waters from 20 to 60 nautical
miles offshore.
* WINDS...Northeast at 15 to 20 knots.
* SEAS...5 to 8 feet.
A Small Craft Advisory means that wind speeds of 20 to 33 knots
are expected to produce hazardous wave conditions to small craft.
Inexperienced mariners...especially those operating smaller

Cottonwood River at New Ulm affecting Brown County
.It appears an ice jam downstream of the Cottonwood St. bridge is
resulting in a rapid rise of the Cottonwood River in New Ulm. According
to the Brown county dispatch center, Cottonwood Street west of the river
has been closed due to flood waters now going over the road. Once this
ice jam clears, the level of the river is expected to quickly drop back
to a minor flood stage.

Rifle River near Sterling AFFECTING Arenac County
.The Rifle Rive remains above flood stage due to recent rain and snowmelt.
In addition, with temperatures back to below freezing, ice jams have
likely also formed on the river leading to fluctuating river levels.
The river is forecast to drop below flood stage later tonight. However,
Ice jams and the resulting flooding are very difficult if not impossible
to predict and may last from several hours to several days. A break-up
of an ice jam can quickly produce flooding downstream of the jam.
Persons in the warned area along the river should remain aware of and be
prepared for rapidly changing river levels and take steps to protect
property from rising water.

late tonight. Minor flooding is then forecast Monday through Tuesday
night.
River forecasts take into account both observed and forecast
precipitation.
The Flood Warning continues for
The Mississippi River at La Crosse.
* from late tonight to late Wednesday night...Or until the warning is
cancelled.
* At 3:15 AM Sunday the stage was 11.2 feet.
* Flood stage is 12.0 feet.
* Minor flooding is forecast.
* Forecast...Rise above flood stage later tonight and continue to
rise to near 12.2 feet by Monday evening. The river will fall below
flood stage by Wednesday morning.
* Impact...At 12.0 feet...Pettibone Campground and RV Park is flooded.
Road access to the north end of the Shore Acres development is
impacted by flooding. Some lowland flooding occurs in other areas
near the river.
