NWS Cleveland OH
Special Weather Statement issued July 31 at 10:05AM EDT by NWS Cleveland OH
Water levels from Vermilion to Toledo will fluctuate through the
afternoon as north to northeast winds push water toward the south
shore. The sloshing water will likely bring water levels up to
around 72 inches at Toledo and near 70 inches at Marblehead. So
locations around Vermilion, Port Clinton and portions of Maumee
Bay could see minor flooding at times.

NWS San Juan PR
Flash Flood Watch issued July 31 at 9:26AM AST until July 31 at 8:00PM AST by NWS San Juan PR
...Flash Flood Watch for Puerto Rico and the U.S. Virgin Islands
till 8 PM AST this evening...
.Another tropical wave and its associated moisture will be moving
across Puerto Rico and the U.S. Virgin Islands through this
evening.
Another tropical wave with plenty of moisture could bring showers
and thunderstorms across the local area from this afternoon
through this evening. Soils are saturated due to yesterday's
rainfall activity, and any additional rainfall that falls,
especially along the eastern half portion of Puerto Rico, will
exacerbate the potential of flooding and mudslides.
The Flash Flood Watch continues for
* Portions of Puerto Rico and Virgin Islands, including the
following areas, in Puerto Rico, Central Interior, Culebra,
Eastern Interior, Mayaguez and Vicinity, North Central,
Northeast, Northwest, Ponce and Vicinity, San Juan and
Vicinity, Southeast, Southwest, Vieques, and Western Interior.
In Virgin Islands, St Croix and St.Thomas...St. John...and
Adjacent Islands.
* Until 8 PM AST this evening
* There is a high risk for flash flooding across Puerto Rico and
the U.S. Virgin Islands through this evening. Plenty of tropical
moisture and unstable weather conditions will result in periods
of heavy shower and thunderstorm activity across the region.
Most of this activity will favor the eastern half of Puerto
Rico, which will exacerbate the flooding that has already
occurred across those sections. Around 8 inches have already
fallen on the eastern flanks of the Luquillo range in Naguabo.
Additionally, significant shower and thunderstorm activity is
also possible at times across the U.S. Virgin Islands. Lesser
amounts will fall across the south central and southwestern
sections of Puerto Rico during the watch, while the interior,
northern and western sections of Puerto Rico should observe
most of their activity during the afternoon hours.
* Overall, additional rainfall totals are forecast to range
between 1 and 3 inches with isolated amounts up to 5 inches,
mainly in eastern Puerto Rico through this evening. Rainfall
totals between 1 and 2 inches with isolated higher amounts are
expected across the U.S. Virgin Islands and portions of the
coastal municipalities of south central and southwestern
Puerto Rico. This will cause guts and small streams to
overflow their banks and some larger rivers to rise above
flood stage. Some of these rivers will rise very rapidly due
to torrential rainfall from thunderstorms in a short period of
time. There is also a possibility of mudslides in areas of
steep terrain.
A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.

NWS Caribou ME
Special Weather Statement issued July 31 at 10:27AM EDT by NWS Caribou ME
At 1025 AM EDT, strong thunderstorms were clustered 10 miles
northeast of Chamberlain Lake, or 25 miles southeast of Clayton Lake,
moving northeast at 40 mph.
Winds in excess of 40 mph are possible with this storm.
This storm will remain over mainly rural areas of northeastern
Piscataquis County.
If outdoors, consider seeking shelter inside a building.
If you are on or near an open body of water, get out of the water
and move indoors or inside a vehicle. Remember, lightning can strike
out to 10 miles from the parent thunderstorm. If you can hear
thunder, you are close enough to be struck by lightning. Move to
safe shelter now! Do not be caught on the water in a thunderstorm.
Persons in campgrounds should consider seeking sturdy shelter until
this storm passes.

NWS Boston/Norton MA
Heat Advisory issued July 31 at 10:31AM EDT until July 31 at 6:00PM EDT by NWS Boston/Norton MA
* HEAT INDEX VALUES...95 to 100 degrees due to temperatures in the
lower 90s, and dewpoints in the lower 70s.
* TIMING...Noon to 6 pm Wednesday.
* IMPACTS...The heat and humidity may cause heat stress during
outdoor exertion or extended exposure.
* LOCATION...This includes northern Connecticut, Rhode Island,
as well as eastern Massachusetts, and the lower elevations of
western Massachusetts.
The combination of hot temperatures and high humidity will
combine to create a situation in which heat illnesses are
possible. Drink plenty of fluids, stay in an air-conditioned
room, stay out of the sunshine, and check up on relatives and
neighbors.
To reduce risk during outdoor work, the Occupational Safety and
Health Administration recommends scheduling frequent rest breaks
in shaded or air conditioned environments. Anyone overcome by
heat should be moved to a cool and shaded location. Heat stroke
is an emergency, call 9 1 1.

* HIGH WAVE ACTION AND DANGEROUS SWIMMING CONDITIONS EXPECTED...
* STRONG RIP CURRENTS AND STRUCTURAL EXPECTED...
* OVERVIEW/POTENTIAL IMPACTS...Waves of 2 to 4 feet will produce
dangerous currents along the shores of southern Lake Michigan.
Life threatening waves and currents are expected at the beaches.
People visiting the beaches should stay out of the water.
Rip currents are powerful channels of water flowing quickly away
from the shore...which occur most often at low spots or breaks in
sandbars. Rip currents can sweep you into deeper water.
Structural currents form along piers where longshore currents and
wave action flow into the structure. Structural currents can
sweep you out into deeper water along the pier structure.

Lakeshore Flood Statement issued July 31 at 10:50AM EDT until July 31 at 4:00PM EDT by NWS Detroit/Pontiac MI
* Lake Shore Flooding... Elevated water levels will occur through
this afternoon along the Lake Erie shoreline as northeast winds
around 15-18 mph push water toward the coast. Water levels will
likely rise to around 71 inches above low water datum at Fermi
Power Plant and Gibraltar. Winds will weaken this evening and
allow the water level to fall.
* Impacts...Communities along the Lake Erie coast may see minor
flooding this afternoon due to the combination of onshore winds
and already high lake levels.
