* Flood Advisory for...
West central Kern County in central California...
* Until 400 AM PDT.
* At 101 AM PDT, Doppler radar indicated heavy rain that will cause
minor flooding in the advisory area. Up to three inches of rain
have already fallen.
* Some locations that will experience flooding include...
McKittrick, Derby Acres and Twisselman.
Additional rainfall of one half an inch to one inch is expected over
the area. This additional rain will result in minor flooding.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.

The National Weather Service in North Platte has issued a Red
Flag Warning for low humidity and gusty winds, which is in effect
from noon today to 6 PM MDT Tuesday. The Fire Weather Watch is no
longer in effect.
* Affected Area...In NEZ204...Fire Weather Zone 204 or Eastern
Panhandle/Crescent Lake NWR.
* Winds...West 10 to 20 mph with gusts up to 25 mph on Monday and
30 mph on Tuesday.
* Timing...Critical fire weather conditions are expected Monday
afternoon and again Tuesday afternoon. Humidity recovery Monday
night will be around 70 percent.
* Relative Humidity...As low as 17 percent on Monday and near 20
percent on Tuesday.
* Temperatures...Highs in the 70s each day. Tonight's lows near
40.
* Lightning...None expected.
* IMPACTS...Any fires that develop may spread rapidly and be
difficult to control. Outdoor burning is not recommended.

.A powerful late-season winter-like storm will bring significant
precipitation to the area through Tuesday. With snow levels
dropping to around 5500 feet on today and down to 4000 to 4500
feet by Tuesday morning, significant snowfall accumulation is
likely in the mountains of Ventura and Los Angeles counties. Along
with the snow, southerly winds gusting up to 45 to 55 mph at
times will result in potentially hazardous wintry conditions.
* WHAT...Heavy snow expected. Total snow accumulations 12 to 24
inches above 6000 feet and 4 to 12 inches between 4500 and 6000
feet. Lighter accumulations are expected down to 4000 feet by
late tonight or early Tuesday morning. Southerly winds will
gust to between 40 and 50 mph tonight and early Monday.
* WHERE...Ventura County Mountains.
* WHEN...Until 5 PM PDT Tuesday.
* ADDITIONAL DETAILS...Heavy snow, gusty winds, low visibilities
in blowing snow and icy roads will make for dangerous driving

precipitation.
The Flood Warning continues for

* At 2:45 AM Monday the stage was 14.1 feet.
* Flood stage is 13.0 feet.
* Minor flooding is occurring and Minor flooding is forecast.
* Forecast...The river will continue rising to near 14.4 feet by
Friday. Additional rises may be possible thereafter.
* Impact...At 13.0 feet...Prairie Island Park begins to flood. Pumping
operations are underway by the city of Winona, and dike patrols are
started.
Do not drive cars into flooded areas. Remember, it only takes two
feet of water to float most automobiles, including sport utility
vehicles. Turn Around, Don't Drown!

.Red flag conditions are forecast once again across northeastern
New Mexico as strong southwesterly winds redevelop this afternoon.
In addition, very low humidity, warm temperatures, and unstable
conditions are expected for this area.
The National Weather Service in Albuquerque has issued a Red Flag
Warning...which is in effect from noon today to 7 PM MDT this
evening. The Fire Weather Watch is no longer in effect.
* AREA AND TIMING...The high plains of northeastern New Mexico
from noon today through 7 pm MDT.
* 20 FOOT WINDS...Sustained from the southwest at 15 to 25 mph
with occasional gusts to 35 to 40 mph.
* RELATIVE HUMIDITY...Dropping to 7 to 12 percent by mid
afternoon.
* IMPACTS...Any fires that develop will likely spread rapidly.

Coastal Flood Advisory issued April 6 at 4:45AM EDT until April 6 at 10:00PM EDT by NWS Baltimore MD/Washington DC
* WHAT...One to two feet of inundation above ground level in low
lying areas due to tidal flooding.
* WHERE...Shoreline in the District of Columbia, Arlington
County, and the City of Alexandria.
* WHEN...Until 10 PM EDT this evening, especially around the
time of high tide.
* IMPACTS...Shoreline inundation is expected along portions of
the seawall adjacent to Ohio Drive and the Hains Point Loop
Road and near the Tidal Basin. Water is expected to approach
the curb near the intersection of King Street and Strand
Street in Alexandria. Minor shoreline inundation up to one
foot above ground is possible elsewhere.
* ADDITIONAL DETAILS...Tides one and a half to two feet above
normal. The next high tide at Washington Channel is at 7:11 AM
and 7:38 PM. The next high tide at Alexandria is at 7:29 AM and
7:56 PM.
If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Annapolis City Dock, causing parking restrictions in the area.
Minor shoreline inundation up to one foot above ground is
possible elsewhere.
* ADDITIONAL DETAILS...Tides one and a half to two feet above
normal. The next high tide at Annapolis U.S. Naval Academy is at
4:53 PM.
If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.
