quarter mile over portions of western North Dakota early this
Monday morning. This includes areas from Williston, Tioga and
Stanley, south through Watford City and Killdeer, to Dickinson and
Hettinger.
The fog will start to lift by mid morning. Until then slow down
and use your low beam headlights.

.Warm temperatures are expected today and Tuesday across the
southwest South Dakota plains, with highs mostly in the low to
mid 70s. Relative humidities will drop to near 15 percent this
afternoon across much of the southwest South Dakota plains and
parts of the southern Black Hills. West to southwest winds will
be breezy and gusty this afternoon. A period of red flag
conditions is expected this afternoon in most of these areas. On
Tuesday afternoon, a period of red flag or near red flag
conditions is expected again across far southwest South Dakota as
gusty and dry westerly winds redevelop.
The National Weather Service in Rapid City has issued a Red Flag
Warning for gusty winds and low relative humidity, which is in
effect from noon today to 7 PM MDT this evening. The Fire Weather
Watch is no longer in effect.
* AFFECTED AREA...Fire Weather Zones 321 Southern Black Hills,
324 Eastern Foothills, 325 Custer County Plains and 332

At 630 AM EDT, Doppler radar indicated showers, capable of producing
winds to around 30 knots. These showers were located along a line
extending from 44 nm east of Elliott Key to 22 nm east of Triumph
Reef to 8 nm east of Pacific Reef, moving southeast at 5 knots.
Mariners can expect gusty winds to around 30 knots, locally higher
waves, lightning strikes, and heavy downpours. Boaters should seek
safe harbor immediately until this activity passes.
Waterspouts are possible with this activity. Remain on the alert in
case warnings are issued for waterspout development.

* WHAT...Heavy snow occurring. Travel will be very difficult to
impossible, including during the evening commute. Tree branches
could fall as well. Total snow accumulations will range from 6
to 10 inches between 5,000 and 6,000 feet, 10 to 20 inches
between 6,000 and 7,000 feet, and from 20 to 36 inches above
7,000 feet with local amounts up to 48 inches on the highest
peaks. Areas of south to southwest winds today of 20 to 30 mph
with gusts to 45 mph. Winds gradually subsiding tonight and
Tuesday.
* WHERE...Mountains of San Bernardino and Riverside Counties,
above 5500 feet. The heaviest snow will occur above 6500 feet.

* At 336 AM PDT, Doppler radar and automated rain gauges indicated
heavy rain which will cause small stream flooding in the advisory
area. Up to one inch of rain has already fallen.
* Some locations that will experience flooding include...
East Porterville, Springville, Uhl, Fountain Springs and Camp
Nelson.
Additional rainfall of one half an inch to one inch is expected over
the area. This additional rain will result in minor flooding.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.

The National Weather Service in OXNARD has issued a
* Flood Advisory for...
Los Angeles County in southwestern California...
* Until 645 AM PDT.
* At 346 AM PDT, Doppler radar and rain gauges indicated areas of
moderate to heavy rain across much of Los Angeles County, which
will overspread the remainder of the county by 430 AM PDT. Rainfall
rates were generally between 0.20 and 0.33 inches per hour, through
local rates up to one half inch per hour have been detected. The
rain will cause widespread ponding of water on area roadways and
local flooding of low lying areas and intersections through at least
645 AM PDT.
There is a slight chance of thunderstorms as well this morning.
Rainfall rates over one half inch per hour are possible early this
morning, especially if thunderstorms develop. The heavy rain
will bring the threat of rock and mudslides especially in canyon
and mountain roadways. Localized and shallow mud and debris flows
are possible in and around the Getty and Saddleridge burn areas.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
