the Ouachita River At Felsenthal Lock and Dam.
* Until further notice.
* At 8:30 AM CDT Monday the pool stage was 76.8 feet.
* Flood pool stage is 70 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending
at 8:30 AM CDT Monday was 76.9 feet.
* Forecast...The river is expected to remain steady above flood
stage at 76.8 feet.
* Impact...At 75.0 feet, Flooding in the Felsenthal National
Wildlife Refuge will continue for at least another ten days.
Do not drive cars through flooded areas.
Caution is urged when walking near riverbanks.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

The National Weather Service in San Diego has issued a
* Urban and Small Stream Flood Advisory for...
San Bernardino County in southern California...
Riverside County in southern California...
Orange County in southwestern California...
* Until 1115 AM PDT.
* At 807 AM PDT, Doppler radar indicated heavy rain that will likely
cause urban and small stream flooding in the advisory area.
Rainfall rates of 0.20 to 0.30 inch per hour are expected through
the morning, with isolated totals to 0.50 inch per hour possible.
This rainfall will cause urban flooding to low lying areas and
ponding on roadways. Small streams and creeks will have rapid
water flow and possible flooding.
* Some locations that will likely experience flooding include...
Anaheim, Santa Ana, Riverside, Irvine, San Bernardino, Fontana,
Moreno Valley, Huntington Beach, Garden Grove and Ontario.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

.Lowland flooding should come to an end at Hazleton along the White
River by tonight, bringing an end to river flooding across central
Indiana. Rainfall tonight through Wednesday night could raise river
levels, but additional flooding is not currently forecast.

* Moderate flooding is occurring and Moderate flooding is forecast.
* Flood stage is 6.0 feet.
* Forecast...The river will continue rising to near 8.0 feet by
Saturday early afternoon then begin falling.
* Impact...At stages near 7.0 feet...Buildings at the foot of Ann
Street on the river side of the flood wall will flood as water
overtops the Rio Oil Company dock. Buildings on the river side of
the Berwick floodwall will flood. River traffic restrictions will
be strictly enforced. In addition, backwater flooding could
potentially impact portions areas around Lake Palourde and
Stephensville.
* Impact...At stages near 6.0 feet...Flood stage. The city dock will
be under water. Water will cover the lower end of Belleview Front
Street in Berwick. Vessel traffic will be affected by stronger
river current and vessel traffic safety rules will be strictly
enforced by the U.S. Coast Guard.
* Impact...At stages near 5.0 feet...Floodwall gates will be closed
to protect against higher stages. Vessel traffic will be affected
by stronger river current and vessel traffic safety rules will be
strictly enforced by the U.S. Coast Guard.
* Impact...At stages near 4.0 feet...Action stage. Water will move
up the bank and across access roads below the city dock. Floodwall
gates should be closed by the 5 foot stage to protect against
higher stages. Vessel traffic will be affected by stronger river
current and vessel traffic safety rules will be strictly enforced
by the U.S. Coast Guard.

The National Weather Service in OXNARD has issued a
* Flood Advisory for...
East Central Los Angeles County in southwestern California...
* Until 945 AM PDT.
* At 842 AM PDT, Doppler radar and automated rain gauges indicated
moderate to heavy rain which will cause minor flooding in east
central Los Angeles County. Rain rates between 0.33 and 0.75
inches per hour are expected. Rain of this intensity could flood
some roadways, including multiple lanes of freeways. Use extra
caution when driving.
* Some locations that could experience flooding include...
Glendale, Pasadena, East Los Angeles, Downey, Sierra Madre, El
Monte, and Monrovia.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.
Small creek and canyon flooding is also possible in non-urban areas.
It is important to know where you are relative to streams, rivers,
or creeks which can become killers in heavy rains. Hikers should
avoid streams or creeks.

* Flood stage is 22.0 feet.
* Forecast...The river will continue rising to near 24.0 feet by
Thursday April 09. The river will fall below flood stage Wednesday
April 22.
* Impact...At 24.0 feet...Slow-bell procedures will be enacted for
river transportation.
* Impact...At 22.0 feet...Marine and industrial interests along the
river, upstream barge operators, and facilities are impacted.
Navigation will become difficult for smaller river craft. Safety
precautions for river traffic are urged.
Forecast crests are based upon rainfall that has occurred along with
anticipated rain for the next 24 hours. Adjustments to the forecasts
will be made if additional heavy rainfall occurs.
Do not drive cars through flooded areas. Remember, two feet of
