At 1057 AM PDT, local law enforcement reported standing water on
roadways in and around the Barstow area. This is resulting in minor
travel impacts on neighborhood and other minor roadways. Rainfall
rates of up to a quarter inch per hour are possible through noon and
could continue or worsen flooding impacts in the area.
Some locations that will experience flooding include...
Barstow, Fort Irwin, Daggett, I-15 Between Victorville And Barstow,
Trona, Hwy 247 Between Lucerne Valley And Barstow, Homewood
Canyon-Valley Wells, Owl Canyon Campground, Newberry Springs,
Lenwood, Searles Valley and Nebo Center.
This includes the following highways...
Interstate 15 in California between mile markers 81 and 96.
Interstate 40 in California between mile markers 1 and 21.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

* At 159 PM EDT, severe thunderstorms were located along a line
extending from near Greenup to 9 miles north of Proctorville,
moving southeast at 30 mph.
HAZARD...60 mph wind gusts and quarter size hail.
SOURCE...Radar indicated.
IMPACT...Hail damage to vehicles is expected. Expect wind damage
to roofs, siding, and trees.

Huntington, Ashland, Ironton, Coal Grove, Chesapeake, Proctorville,
Beech Fork State Park, Lake Vesuvius, Barboursville, Kenova,
Milton, Catlettsburg, Ceredo, Greenup, Ona, Culloden, Flatwoods,

was located over Mount Hope, or 9 miles north of Beckley, moving
southeast at 35 mph.
HAZARD...Tornado and half dollar size hail.
SOURCE...Radar indicated rotation.
IMPACT...Flying debris will be dangerous to those caught without
shelter. Mobile homes will be damaged or destroyed. Damage
to roofs, windows, and vehicles will occur. Tree damage is
likely.
This dangerous storm will be near...
Piney View, Bradley and Prosperity around 210 PM EDT.
Beckley around 215 PM EDT.
Other locations impacted by this tornadic thunderstorm include Pax.

* WHAT...Up to one foot of inundation above ground level
expected in low-lying areas near shorelines and tidal
waterways.
* WHERE...The lower Cape Fear River including downtown
Wilmington.
* WHEN...During this evening's high tide around 2 AM EDT
Thursday.
* IMPACTS...Water is six to 12 inches deep on the lowest parts
of Battleship Road and USS North Carolina Road. Water begins
to spread on to River Road about a quarter mile south of The
Cape Boulevard. In downtown Wilmington, water covers more than
a block of Water Street near Market Street with three to six
inches of water just south of Market Street.
If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

* WHAT...Heavy wet snow possible. Total snow accumulations of 6 to
10 inches possible at elevations between 1000 and 2000 feet. 2

* WHERE...Orleans, Essex, Lamoille, Caledonia and eastern
Franklin Counties.
* WHEN...Rain will mix with, and change to, wet snow late Thursday
afternoon into Thursday evening. Periods of heavy wet snow will
continue Thursday night and Friday, with the heaviest
accumulations at elevations above 1000 feet.
* IMPACTS...Travel could be very difficult Thursday night through
Friday, including along Interstate 91 in far northeast Vermont.
