* IMPACTS...Frost and freeze conditions could kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

* IMPACTS...A Small Craft Advisory means that wind speeds of 20
to 33 knots, or seas of 7 feet or greater, are expected to
produce hazardous conditions for small craft. These hazardous
conditions may result in poor vessel handling and steering
response, broaching, overturned dinghies and kayaks, slips and
falls on slippery decks, rub damage along docks and seawalls,
swamped bows at reef tract mooring balls, and dragging anchors.
Inexperienced boaters, especially those with smaller vessels,
should avoid operating in these conditions.

At 431 AM EST, Doppler radar indicated strong thunderstorms, capable
of producing winds to around 30 knots. These thunderstorms were
located along a line extending from 11 nm east of Juno Beach to near
Ocean Ridge, moving southwest at 10 knots.
Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until these storms pass.
Waterspouts are possible with this activity. Remain on the alert in
case warnings are issued for waterspout development.

* Impacts...Beaches most prone to flooding include Sunset, Seal,
Newport, Oceanside, Cardiff, La Jolla Shores and Imperial.

rip currents...elevated surf heights...minor tidal overflow...or

.Another Pacific storm system will affect the central mountains
tonight through Wednesday evening. Snow levels will be elevated
in the 6 to 7 thousand foot range for the event. The worst travel
is likely to be over mountain passes.
* WHAT...Heavy snow expected above 6500 feet. Total snow
accumulations of 4 to 12 inches, except 7 to 14 inches on
ridge tops and elevations above passes.
* WHERE...The Sun Valley and Sawtooth basins above 6500 feet,
including Galena Summit.
* WHEN...From 11 PM this evening to 11 PM MST Wednesday.
* IMPACTS...Travel could be very difficult. The hazardous
conditions could impact the morning or evening commute.
If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency.

Special Weather Statement issued November 17 at 3:52AM CST by NWS Bismarck ND
Early this Tuesday morning patches of fog extended from Crosby and
Tioga through Rolla and Rugby to Harvey and Carrington.
Visibility in the fog was less than one mile. The fog could
deposit a thin layer of ice on roads and sidewalks. If you are
traveling in these areas be extra careful and use low beam
headlights when entering fog. This includes highways 2, 3, 5, 52
and 83.

Flood Warning issued November 17 at 4:58AM EST until November 17 at 7:00PM EST by NWS Wakefield VA
...The Flood Warning continues for the following rivers in
Virginia...
Blackwater River Above Franklin affecting Southampton, City of
Franklin, Isle of Wight and City of Suffolk independent cities.
For the Chowan Basin...including Sebrell, Emporia, Rawlings, Stony
Creek, Lawrenceville, Franklin...Minor flooding is forecast.
The Flood Warning continues for
the Blackwater River Above Franklin.
* Until this evening.
* At 3:45 AM EST Tuesday the stage was 11.1 feet.
* Flood stage is 10.8 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast...The river is expected to fall below flood stage this
afternoon and continue falling to 8.7 feet Saturday evening.
* Impact...At 11.8 feet, A portion of State Route 611 in Southampton
County, Joyners Bridge Road, is innundated. A portion of State
Route 619, in Isle of Wight County, is flooded.
* Flood History...This crest compares to a previous crest of 11.5
feet on 07/30/2004.
Motorists should not attempt to drive around barricades or drive
cars through flooded areas.
A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
