* WHAT...Minimum temperatures between 28 and 32 degrees expected
over the normally colder areas of the San Joaquin Valley prior
to daybreak Monday with widespread frost.
* WHERE...The Central and Southern San Joaquin Valley.
* WHEN...Sub freezing temperatures are likely between the hours
of 1 AM and 8 AM PST Monday.
* IMPACTS...Frost and freeze conditions will kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

HAZARD...Waterspouts and wind gusts to nearly 50 knots.
SOURCE...Radar indicated.
IMPACT...Waterspouts can easily overturn boats and create locally
hazardous seas. Small craft could be damaged in briefly
higher winds and suddenly higher waves.

.Low pressure will track northeast near the Appalachian Mountains
to the eastern Great Lakes Monday into Tuesday. Rain will overspread
the area early Monday morning, transitioning to snow from west to
east Monday evening. Heavy snow will be possible, especially for
the primary and secondary snowbelts where greater than 8 inches
will be possible. Gusty winds to 30 mph will be possible as well.
Snow will diminish from west to east Tuesday through Wednesday.

8 inches of snow with locally greater than a foot in higher
terrain.
* WHERE...Portions of north central and northeast Ohio.

A broad surface trough is expected to develop near Yap and Palau on
Wednesday that curves east-northeastward to the Marianas. A trade-
wind disturbance, currently well east of the Marianas near 168E, will
impinge on this trough. Global models suggest a weak circulation may
manifest itself just south or southwest of Guam early Thursday. The
end result is enhanced low-level convergence and plenty of moisture
to squeeze out showers. This scenario may lead to heavy showers at

* WHAT...South winds 25 to 35 mph with gusts up to 50-60 mph
possible.
* WHERE...Southern Rhode Island, southeast Massachusetts
including Cape Cod and the Islands as well as coastal Essex
county.
* WHEN...From Monday afternoon through Monday evening. Strongest
winds expected from 3 pm through midnight, with the threat
shifting mostly to Cape/Islands after 9 pm.
* IMPACTS...Damaging winds could blow down trees and power
lines. Widespread power outages are possible. Travel could be
difficult, especially for high profile vehicles.
Monitor the latest forecasts and warnings for updates on this
situation. Fasten loose objects or shelter objects in a safe
location prior to the onset of winds.

Waters from Surf City to Cape Fear NC from 20 to 40 nm...
At 956 PM EST, Doppler radar indicated a strong thunderstorm,
capable of producing winds to around 30 knots. This thunderstorm was
located over School House Reef, moving northeast at 25 knots.
Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. A waterspout is also possible. Boaters
should seek safe harbor immediately until this storm passes.
