over the normally colder areas of the San Joaquin Valley prior
to daybreak with widespread frost.
* WHERE...The Central and Southern San Joaquin Valley north of
Bakersfield.
* WHEN...Sub freezing temperatures are likely between the hours
of 1 AM and 8 AM PST each morning.
* IMPACTS...Frost and freeze conditions will kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

* WHAT...Significant beach erosion and lakeshore flooding
expected. North winds to 30 mph with gusts to around 40 mph.
Waves 14 to 18 feet occasionally 22 feet through tonight before
subsiding to 10 to 14 feet midday Tuesday.
* WHERE...In Indiana, La Porte county. In Michigan, Berrien
county.
* WHEN...Until 5 PM EST /4 PM CST/ Tuesday.
* IMPACTS...High wave action, in combination with high lake
levels, will result in significant erosion of beaches and
dunes. Additionally, increase in water levels along river
mouths, canals, and ports along Lake Michigan are expected.
Low-lying property including parking lots, parks, paths,
lawns, and structures along the immediate lakeshore will
likely be inundated. Numerous road closures are possible. Stay
dry when waves are high!.
Strong winds and high waves will continue to produce hazardous
conditions on piers, breakwaters and unprotected shoreline so
caution is still advised until the winds and waves subside. Winds
and waves of this magnitude produce moderate to severe beach
erosion.

* Recent Activity...The maximum river stage in the 24 hours ending
at 10:00 AM EST Monday was 12.3 feet.
* Forecast...The river is expected to rise to a crest of 12.3 feet
this afternoon. It will then fall below flood stage early Thursday
morning.
* Impact...At 12.0 feet, Widespread low land flooding is expected
adjacent to the river. Operations at the water treatment plant in
Williamston are impacted by water.
Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

Bands of light snow produced accumulations up to one half inch
between I-65 and the Cumberland Plateau early this morning,
especially in counties along the KY/TN state line. More bands of
light snow could add to those totals this afternoon before the
precipitation moves off to the east. No major impacts are expected
as ground temperatures remain relatively warm and blowing winds
act to dry pavement.
Also, look for temperatures to continue to drop throughout the
day. Coupled with gusty winds, Wind Chills values in the low 20s
are likely by this evening.

near the waterfront will experience shallow flooding.

Christina River At Coochs Bridge affecting New Castle County.
For the Christina River...including Coochs Bridge...Minor flooding
is forecast.
The National Weather Service in Mount Holly has issued a
* Flood Warning for
the Christina River At Coochs Bridge.
* Until this afternoon.
* At 11:15 AM EST Monday the stage was 9.8 feet.
* Flood stage is 11.0 feet.
* Minor flooding is forecast.
* Forecast...The river is expected to rise above flood stage late
this morning to a crest of 11.8 feet this afternoon. It will then
fall below flood stage late this afternoon.
* Impact at 9.0 feet...Flooding begins in fields and floodplain
adjacent to the river. Impact at 11.0 feet...Flooding begins in
the town of Christiana. East Main Street (Del 7) begins to flood
as does Water Street. Meadow Road near New Castle Airport is
subject to flooding. Barksdale Road near Casho Mill Road is also
subject to flooding as are residential backyards. Impact at 11.5
feet...Portions of Duross Heights near New Castle Airport begin to
flood including Don Avenue. Airport Road at the New Castle Airport
begins to flood as the Christina River backs up the Nonesuch
Creek. Walther Road in the Bear area also floods. Flooding also
occurs around Smalley's Pond Dam in Christiana.
* Flood History...This crest compares to a previous crest of 11.8
feet on 09/07/2011.
A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.
Turn around...don't drown when encountering flooded roads. Most
flood deaths occur in vehicles.

At 1134 AM EST, Doppler radar was tracking a line of heavy rain
showers along a line extending from 8 miles southeast of Virgilina to
near Rex. Movement was northeast at 35 mph.
Wind gusts up to 50 mph will be possible with these showers.
Locations impacted include...
Raleigh, Durham, Fayetteville, Cary, Henderson, Oxford, Creedmoor,
Lillington, Fort Bragg and Wake Forest.
Seek shelter in a nearby building or vehicle. Wind gusts as high as
50 mph are capable of knocking down small or weakened trees and
blowing around trash cans, potted plants, lawn furniture and other
light outdoor objects.

BORDER...
.In the wake of a seasonably strong cold front, moist
northwesterly winds will produce impactful snow accumulations in
the mountains of North Carolina near the Tennessee border through
early Tuesday.
* WHAT...For the Winter Storm Warning, heavy snow. Additional snow
accumulations of 3 to 9 inches along the Tennessee border beyond
what has already fallen, with isolated spots in the Smokies
possibly seeing an additional 12 inches. Amounts generally will
be less at lower elevations and in areas farther from the
Tennessee border. Winds will gust as high as 45 mph on
ridgetops. For the Winter Weather Advisory, snow. Additional
snow accumulations of generally 1 to 3 inches will occur below
3500 feet, but locally higher amounts are possible. Winds will
gust as high as 35 mph in the lower elevations.
* WHERE...The North Carolina counties bordering the Tennessee
border, from Avery to Graham.
* WHEN...Until noon EST Tuesday.
* IMPACTS...Travel could be very difficult to impossible. The
hazardous conditions could impact the morning or evening
commute.
* ADDITIONAL DETAILS...Snowfall has begun in the higher elevations
and will spread northeast across the higher elevations into late
afternoon. Snow levels will fall with time, reaching the
valleys by evening. The highest snow amounts will be in the
Smokies, followed by the Sam's Gap area, then the Roan Mountain
region.
If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency.

...FIRST SIGNIFICANT SNOW OF THE SEASON NEAR THE TENNESSEE
BORDER...
.In the wake of a seasonably strong cold front, moist
northwesterly winds will produce impactful snow accumulations in
the mountains of North Carolina near the Tennessee border through
early Tuesday.
* WHAT...For the Winter Storm Warning, heavy snow. Additional snow
accumulations of 3 to 9 inches along the Tennessee border beyond
what has already fallen, with isolated spots in the Smokies
possibly seeing an additional 12 inches. Amounts generally will
be less at lower elevations and in areas farther from the
Tennessee border. Winds will gust as high as 45 mph on
ridgetops. For the Winter Weather Advisory, snow. Additional
snow accumulations of generally 1 to 3 inches will occur below
3500 feet, but locally higher amounts are possible. Winds will
gust as high as 35 mph in the lower elevations.
* WHERE...The North Carolina counties bordering the Tennessee
border, from Avery to Graham.
* WHEN...Until noon EST Tuesday.
* IMPACTS...Travel could be very difficult to impossible. The
hazardous conditions could impact the morning or evening
commute.
* ADDITIONAL DETAILS...Snowfall has begun in the higher elevations
and will spread northeast across the higher elevations into late
afternoon. Snow levels will fall with time, reaching the
valleys by evening. The highest snow amounts will be in the
Smokies, followed by the Sam's Gap area, then the Roan Mountain
region.
If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency.
Slow down and use caution while traveling.

* WHEN...Until 4 PM PST this afternoon.
* IMPACTS...Strong winds will cause hazardous seas which could
capsize or damage vessels and reduce visibility.
A Gale Warning means winds of 34 to 47 knots are imminent or
occurring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
harbor prior to the onset of gale conditions.
