Southeast wind gusts in the 30 to 45 mph range will continue along
the western slopes of the Green Mountains through this evening.
Briefly stronger winds up to 50 mph are possible for locations
between 1000 and 2000 ft. The main areas to be impacted by these
winds include Rutland County, including Rutland Center, eastern
Addison, eastern Chittenden and eastern Franklin Counties. The
stronger winds will gradually abate from north to south later this
evening, with the main threat ending by 10 pm.

At 605 PM EST, Minor flooding continues in the advisory area.
Between 1 and 3 inches of rain fell earlier today from showers and
thunderstorms. The Falling river near Naruna remains out of its
banks resulting in minor flooding.

A wintry storm system will move across the Tennessee valley and
southern Appalachians through early Tuesday morning. Periods of
snow can be expected across southwest Virginia, all of east
Tennessee, and southwest North Carolina.
Across the Tennessee valley and lower elevations of southwest
Virginia, snow accumulations of one-half inch or so is possible,
mainly over grassy and elevated surfaces. As temperatures drop
into the 20s tonight, freezing of the wet roadways is possible
producing black ice and slushy snow may accumulate on bridges and
overpasses. However, most roadways will remain wet due to
relatively warm ground.
When traveling through early Tuesday morning, be prepared for
occasional reduced visibility due to the snow and localized areas

increased in duration for the following rivers in Delaware...
Christina River At Coochs Bridge affecting New Castle County.
For the Christina River...including Coochs Bridge...Moderate
flooding is forecast.
The Flood Warning continues for
the Christina River At Coochs Bridge.
* Until late tonight.
* At 6:15 PM EST Monday the stage was 12.1 feet.
* Flood stage is 11.0 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending
at 6:15 PM EST Monday was 12.1 feet.
* Forecast...The river is expected to rise to a crest of 12.5 feet
this evening. It will then fall below flood stage late this
evening.
* Impact at 9.0 feet...Flooding begins in fields and floodplain
adjacent to the river. Impact at 11.0 feet...Flooding begins in
the town of Christiana. East Main Street (Del 7) begins to flood
as does Water Street. Meadow Road near New Castle Airport is
subject to flooding. Barksdale Road near Casho Mill Road is also
subject to flooding as are residential backyards. Impact at 11.5
feet...Portions of Duross Heights near New Castle Airport begin to
flood including Don Avenue. Airport Road at the New Castle Airport
begins to flood as the Christina River backs up the Nonesuch
Creek. Walther Road in the Bear area also floods. Flooding also
occurs around Smalley's Pond Dam in Christiana. Impact at 12.0
feet...Significant flooding occurs on Meadow Road in Christiana.
Roads are closed. Homes are flooded. Salem Church Road and Reybold
Road floods in Christiana also flood and are subject to closures.
Residential backyards can flood in this area. Flooding also occurs
in Newark on West Chestnut Hill Road and South College Avenue.
Impact at 12.5 feet...Evacuations are possible in Duross Heights.
Airport Road at the New Castle Airport floods is closed.
Businesses are flooded. Flooding increases in Newark. Flooding
also increases on Barksdale Road and can extend onto Casho Mill
Road. Businesses on South College Avenue take on water.
* Flood History...This crest compares to a previous crest of 12.2
feet on 12/17/2000.
Turn around...don't drown when encountering flooded roads. Most
flood deaths occur in vehicles.
A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.

.A moderate to strong Santa Ana wind event is expected to develop
later this week across parts of Los Angeles and Ventura Counties.
Gusts in excess of 60 mph are possible during the peak of the
event which is expected to be Thursday but could also linger into
Friday. Humidities are expected to drop into the single digits at
times. There's a chance that red flag conditions could linger into
the weekend. Also, some or all of the LA/Ventura coastal areas
could be added to the watch or warning if confidence increases as
the event gets closer.
The National Weather Service in Los Angeles/Oxnard has issued a
Fire Weather Watch FOR WIND AND LOW RELATIVE HUMIDITY, which is
in effect from late Wednesday night through Friday afternoon.
* Winds...Northeast 25 to 40 mph with gusts to or exceeding 60
mph.
* Relative Humidity...5 to 15 percent with minimal overnight
recoveries.
* Impacts...If fire ignition occurs, conditions will be
favorable for rapid fire spread, long range spotting, and
extreme fire behavior which would threaten life and property.
A Fire Weather Watch means that critical fire weather conditions
are forecast to occur. Listen for later forecasts and possible

The Flood Watch continues for
* Eastern Gulf Coast...Central Inner Channels and Northern Inner
Channels...Including the following areas...Skagway, Haines,
Gustavus, Sitka, Hoonah, Angoon, Juneau, Kake, Petersburg, and
Wrangell.
* From late tonight through late Wednesday night.
* A strong storm will impact the panhandle producing heavy
rainfall rates along with significant snowmelt. 48 hour rainfall
totals are expected to range from 5 to 10 inches. Snow levels
rise above 3000 feet across the north Tuesday afternoon and
above 7000 feet for the central panhandle.
* There is increasing confidence that flooding of small streams
and creeks will occur along with potential risk of debris
flows or slides near steep terrain in prone areas.
A watch means conditions are favorable for the development of
flooding in and close to the watch area.
Persons living along streams should stay alert and be prepared to
take action if a warning or advisory is issued, or flooding is
observed.

* WHAT...Minimum temperatures between 29 and 32 degrees expected
over the normally colder areas of the San Joaquin Valley prior
to daybreak with widespread frost.
* WHERE...The Central and Southern San Joaquin Valley north of
Bakersfield.
* WHEN...Sub freezing temperatures are likely between the hours
of 1 AM and 8 AM PST each morning.
* IMPACTS...Frost and freeze conditions will kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

Newark, Jersey City, Jamaica, Yonkers, Paterson, Elizabeth, Flatbush,
Danbury, New Rochelle, Flushing, Passaic, Bayonne, White Plains,
Wayne and Mott Haven.
Frequent cloud to ground lightning is occurring with some storms.

At 5 PM, a cold front is moving through Southwest Montana. A band
of moderate snowfall is falling along the cold front.
Visibility will be reduced to less than one half mile for about 30
minutes as the cold front moves through. Additionally, expect wind
gusts between 30 and 40 mph to accompany the frontal passage as
well.
New snow accumulations will generally be less than one half inch
as this evening, but the combination of falling snow and blowing
snow could create slippery road conditions this evening.
