* Special Marine Warning for...
Gulf of Mexico including Dry Tortugas and Rebecca Shoal Channel...
* Until 715 AM EDT.
* At 700 AM EDT, a possible waterspout was located 17 nm north of
Tortugas Ecological Reserve North, moving north at 30 knots.
HAZARD...Waterspouts and wind gusts 34 knots or greater.
SOURCE...National Weather Service Meteorologist.
IMPACT...Waterspouts can quickly form and capsize boats, cause
considerable damage to vessels and create suddenly higher
waves. Expect wind gusts in excess of 34 knots, suddenly
higher waves, frequent lightning, and heavy downpours.
* The possible waterspout will remain over mainly open waters.
A waterspout is a tornado over water that can be dangerous and even
deadly. Small craft can be swamped or overturned by a waterspout,
avoid at all times.
Waterspouts can easily overturn boats and create locally hazardous
seas. Seek safe harbor immediately.

SITUATION OVERVIEW
------------------
As of 4 AM CDT, the remnants of Fred have begun to show some life over
the southeastern Gulf and current satellite imagery shows at least
some organization. Fred is expected to regain Tropical Storm strength
sometime today as it slowly tracks northward towards the western
Florida Panhandle. Some slow intensification could be possible as Fred
approaches the coast; however, increasing shear will likely limit the
intensification and Fred is expected to make landfall sometime Monday
night as a Tropical Storm near Pensacola. Given the presence of
increasing shear, Fred's impacts will likely be displaced east of the
center. The primary threat will be the potential for heavy rainfall
over the western Florida Panhandle into south central Alabama. Rainfall
totals of 4 to 6 inches with locally higher amounts will be possible
over the Florida Panhandle and 3 to 5 inches could be possible over
south central Alabama.
Tropical storm force winds will also be possible over the western
Florida Panhandle, coastal Alabama and south central Alabama with wind
gusts up to 50 mph possible. Winds will also be displaced to the east
of the center and areas west of the center will likely see little to no
wind impacts. A few tornadoes could be possible with any bands
beginning on the day Monday and persisting through Tuesday, especially
over the Florida Panhandle. Minor coastal flooding of 1 to 3 feet could
be possible across all coastal areas of Alabama and Florida. Dangerous
surf and rip currents will also begin to impact area beaches as early
as tonight.
POTENTIAL IMPACTS

* FLOODING RAIN:
Prepare for dangerous rainfall flooding having possible significant
impacts across western Florida Panhandle and south central Alabama.
Potential impacts include:
- Moderate rainfall flooding may prompt several evacuations and
rescues.
- Rivers and tributaries may quickly become swollen with swifter
currents and overspill their banks in a few places, especially
in usually vulnerable spots. Small streams, creeks, canals, and
ditches overflow.
- Flood waters can enter some structures or weaken foundations.
Several places may experience expanded areas of rapid
inundation at underpasses, low-lying spots, and poor drainage
areas. Some streets and parking lots take on moving water as
storm drains and retention ponds overflow. Driving conditions
become hazardous. Some road and bridge closures.
Prepare for locally hazardous rainfall flooding having possible
limited impacts across coastal Alabama.
Elsewhere across portions of southwest Alabama...and inland southeast
Mississippi, little to no impact is anticipated.
* WIND:
Prepare for hazardous wind having possible limited impacts across the
northwest Florida Panhandle, coastal Alabama, and south central
Alabama. Potential impacts in this area include:
- Damage to porches, awnings, carports, sheds, and unanchored
mobile homes. Unsecured lightweight objects blown about.
- Many large tree limbs broken off. A few trees snapped or
uprooted, but with greater numbers in places where trees are
shallow rooted. Some fences and roadway signs blown over.
- A few roads impassable from debris, particularly within urban
or heavily wooded places. Hazardous driving conditions on
bridges and other elevated roadways.
- Scattered power and communications outages.
Elsewhere across portions of southwest Alabama...and inland southeast
Mississippi, little to no impact is anticipated.
* TORNADOES:
Prepare for a tornado event having possible limited impacts across the
western Florida Panhandle and south central Alabama. Potential impacts
include:
- The occurrence of isolated tornadoes can hinder the execution
of emergency plans during tropical events.
- A few places may experience tornado damage, along with power
and communications disruptions.
- Locations could realize roofs peeled off buildings, chimneys
toppled, mobile homes pushed off foundations or overturned,

* SURGE:
Prepare for locally hazardous surge having possible limited impacts
across coastal Alabama and the coastal western Florida Panhandle.
Potential impacts in this area include:
- Localized inundation with storm surge flooding mainly along
immediate shorelines and in low-lying spots, or in areas
farther inland near where higher surge waters move ashore.
- Sections of near-shore roads and parking lots become overspread
with surge water. Driving conditions dangerous in places where
surge water covers the road.
- Moderate beach erosion. Heavy surf also breaching dunes, mainly
in usually vulnerable locations. Strong rip currents.
- Minor to locally moderate damage to marinas, docks, boardwalks,
and piers. A few small craft broken away from moorings.

At 725 AM EDT, National Weather Service meteorologists were tracking
gusty showers capable of producing a funnel cloud along a line
extending from near Rock Harbor to 11 miles west of Key Largo to 14
miles east of Flamingo. Movement was northwest at 25 mph.
HAZARD...Funnel clouds and winds in excess of 40 mph.
SOURCE...Radar indicated.
IMPACT...Funnel clouds occasionally touch down and produce tornadoes
or waterspouts. Gusty winds could knock down tree limbs and
blow around unsecured objects.
Locations impacted include...
Mahogany Hammock, Royal Palm Ranger and Everglades National Park.
These winds can down small tree limbs and branches, and blow around
unsecured small objects. Seek shelter in a safe building until the
storm passes.
Funnel clouds can touch down and produce waterspouts. Although
typically weak and short lived, a landfalling waterspout can cause
property damage and serious injury.
Torrential rainfall is also occurring with these storms and may lead
to localized flooding. Do not drive your vehicle through flooded

* Affected Area: Fire Weather Zone 676 East Washington South
Central Cascade Valleys (Zone 676) and Fire Weather Zone 677
East Washington Central Cascade Valleys (Zone 677).
* Winds: West 15 to 25 mph with gusts up to 35 mph.
* Relative Humidities: 8 to 18 percent in the valleys and 18 to
27 percent over the higher terrain.
* Impacts: Rapid fire spread with any new or existing fires.
A Red Flag Warning means that critical fire weather conditions
are either occurring now....or will shortly. A combination of
strong winds...low relative humidity...and warm temperatures can
contribute to extreme fire behavior.

Inland, or 9 miles east of Hastings, moving east at 15 mph.
HAZARD...Winds in excess of 40 mph and nickel size hail.
SOURCE...Radar indicated.
IMPACT...Gusty winds could knock down tree limbs and blow around
unsecured objects. Minor damage to outdoor objects is
possible.
Locations impacted include...
Harvard.
If outdoors, consider seeking shelter inside a building.

* Portions of New Mexico and southwest Texas, including the
following areas, in New Mexico, Central Tularosa Basin, East
Slopes Sacramento Mountains Below 7500 Feet, Eastern Black Range
Foothills, Lowlands of the Bootheel, Northern Dona Ana County,
Otero Mesa, Sacramento Mountains Above 7500 Feet, Sierra County
Lakes, Southern Dona Ana County/Mesilla Valley, Southern Gila
Foothills/Mimbres Valley, Southern Gila Highlands/Black Range,
Southern Tularosa Basin, Southwest Desert/Lower Gila River Valley,
Southwest Desert/Mimbres Basin, Uplands of the Bootheel, Upper
Gila River Valley and West Slopes Sacramento Mountains Below 7500
Feet. In southwest Texas, Eastern/Central El Paso County, Northern
Hudspeth Highlands/Hueco Mountains, Rio Grande Valley of Eastern
El Paso/Western Hudspeth Counties, Rio Grande Valley of Eastern
Hudspeth County, Salt Basin, Southern Hudspeth Highlands and
Western El Paso County.
* Through this afternoon.
* Abundant moisture will help fuel scattered to numerous showers and
thunderstorms through this afternoon. Thunderstorms will be
capable of producing very heavy rain in a brief amount of time.
Wide spread storm totals of 1 to 3 inches with isolated heavier
amounts will be possible.
* Flooding of low water crossings will be likely. Flooding of
residences and other property near flood prone areas will be
possible. Remember, turn around don't drown.
You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
