* IMPACTS...Frost and freeze conditions will kill crops, other
sensitive vegetation and possibly damage unprotected outdoor
plumbing.
Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

At 355 AM EST, National Weather Service meteorologists detected a
thunderstorm, capable of producing wind gusts near 30 knots and
possible waterspouts. This thunderstorm was located 20 nm southeast
of The Elbow Light, moving east southeast at 10 knots.
The thunderstorm will remain over mainly open waters.
Prepare for thunderstorms with wind gusts near 30 knots, locally
rough and confused seas, occasional lightning strikes, and
potentially blinding downpours. Get to a safe port as quickly, and as
safely as possible. When downpours reduce visibility, slow down.
