Arctic high pressure will continue building in early this
afternoon with some of the coldest air of the season. Gusty
northwest winds will combine with the cold temperatures to create
sub zero wind chills down to around 5 to 10 below zero. With an
anomalously warm winter, many are not acclimated to such cold
temperatures and such cold wind chills could result in hypothermia
if precautions are not taken.

Warning, heavy freezing spray at a rate of 2 cm per hour or
greater may rapidly accumulate on vessels.
* WHERE...Coastal Waters from Eastport, ME to Schoodic Point, ME
out 25 NM, Coastal Waters from Schoodic Point, ME to
Stonington, ME out 25 NM and Intra Coastal Waters from
Schoodic Point, ME to Stonington, ME.
* WHEN...For the Gale Warning, until 7 PM EST this evening. For
the Heavy Freezing Spray Warning, until 4 PM EST this
afternoon.
* IMPACTS...Operating a vessel in heavy freezing spray is
hazardous. Freezing spray may render mechanical and electronic
components inoperative. Rapid ice accretion on decks and
superstructures may result in a catastrophic loss of
stability. Strong winds will cause hazardous seas which could
capsize or damage vessels and reduce visibility.
During freezing spray conditions the U.S. Coast Guard advises
that you ensure all lifesaving equipment remains free of ice.
Mariners should prepare for dangerous accumulation of ice on
their vessel. If possible, remain in port, avoid the warning area
or conduct mitigation.
Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the
vessel for severe conditions.

The island of Kauai in Kauai County
* Until 1000 AM HST.
* At 712 AM HST, radar indicated bands of heavy rain continuing to
move across Kauai with rates of 1 to 3 inches per hour. Hanalei
River is expected to rise further and close Kuhio Highway within
the next 1 to 2 hours. Heavy rain in the Waimea area may also
result in flooding impacts.
HAZARD...Flash flooding caused by heavy rain.

IMPACT...Flooding in drainages, streams, rivers, roads,

Winds gusting as high as 45 mph.
* WHERE...Portions of northern California above 5000 feet
including the Scott and Salmon Mountains, and around Mt.
Shasta, Mt. Eddy and Castle Crags.
* WHEN...From 4 PM this afternoon to 10 AM PST Sunday.
* IMPACTS...High country travel could be difficult. Gusty winds
could bring down tree branches.
* ADDITIONAL DETAILS...I-5 at Mt. Shasta City is not expected to
experience snow impacts with this storm, however Highway 89 at
Snowman Summit should see minor travel impacts with 1 to 3
inches of accumulation tonight into early Sunday.

* IMPACTS...Rip currents can sweep even the best swimmers away
from shore into deeper water.
* ADDITIONAL DETAILS...The east swell is expected to decrease
slightly today, and allow the risk of rip currents to become
moderate briefly. However, the east swell is expected to rebuild
tonight causing the rip current risk to become high through
Tuesday afternoon. The east swell is then expected to decrease
again Tuesday evening.
Swim near a lifeguard. If caught in a rip current, relax and
float. Don't swim against the current. If able, swim in a
direction following the shoreline. If unable to escape, face the
shore and call or wave for help.
