The cold wind chills could cause frostbite on exposed skin in as
little as 30 minutes.
Avoid outside activities if possible. When outside, make sure you
wear appropriate clothing, a hat, and gloves.
Persons are urged to stay indoors until conditions improve. If you
must go outside, dress in layers. Several layers of clothes will
keep you warmer than a single heavy coat. Cover exposed skin to
reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a
hat will keep you from losing your body heat.
Wrap pipes with insulation and seal windows to avoid loss of heat
from your home. Keep a slow steady stream of water running from
indoor faucets, and open cabinet doors to allow warm air to
circulate around inside pipes.
Keep pets indoors as much as possible.
Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

continuing over Oahu. Rain rates were 1 to 3 inches over the central
Koolau Range and leeward Oahu from Ewa to Nanakuli. Several gages
showed significant rises in water levels, including Waiahole Stream,
Moanalua Stream, and Kalihi Stream. Heavy rainfall may continue into
the afternoon hours.
HAZARD...Flash flooding caused by heavy rain.
SOURCE...Radar.
IMPACT...Flooding in drainages, streams, rivers, roads,
properties, and other low-lying areas. Public road
closures possible in some areas. Landslides are possible
in steep terrain.
This warning includes the entire island of Oahu.
Excessive runoff from heavy rainfall will cause flooding of drainage
ditches and streams, streets, highways, properties, and other low
lying spots.
Stay away from streams, rivers, drainage ditches, and culverts, even
if they are currently dry.

* WHAT...For the Gale Warning, southwest winds 10 to 20 kt with
gusts up to 35 kt and seas 2 to 4 feet. For the Freezing Spray
Advisory, moderate accumulation of freezing spray.
* WHERE...Massachusetts Bay and Ipswich Bay.
* WHEN...For the Gale Warning, until 4 PM EST Sunday. For the
Freezing Spray Advisory, until 7 AM EST Sunday.
* IMPACTS...Operating a vessel in freezing spray is hazardous.
Freezing spray may render mechanical and electronic components
inoperative. Ice accretion on decks and superstructures may
result in some loss of stability. Strong winds will cause
hazardous seas which could capsize or damage vessels and
reduce visibility.
Mariners should prepare for accumulation of ice on their vessel
and consider altering plans to avoid or mitigate these hazardous
navigating conditions. During freezing spray conditions the U.S.
Coast Guard advises mariners to check and ensure all life saving
devices remain free of ice.
Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the
vessel for severe conditions.
