* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS...
- At 301 AM EDT, Doppler radar indicated heavy rain due to
thunderstorms, with rainfall rates of up to 3.5 inches per
hour. While the speed of the storms will prevent heavy rain
from lasting a full hour, 1 to 2 inches of rain are possible.
This will cause urban and small stream flooding.
- Some locations that will experience flooding include...
Scranton, Dunmore, Old Forge, Archbald, Dickson City, Moosic,
Olyphant, Clarks Summit, Blakely, Taylor, Jessup, Throop,

At 320 AM EDT, National Weather Service meteorologists detected a a
shower, capable of producing wind gusts near 30 knots. This shower
was located over Smith Shoal Light, moving northwest at 20 knots.
Locations that will be affected include...
Smith Shoal Light, Northwest Channel Buoy 1, and Cottrell Key.
Prepare for thunderstorms with wind gusts near 30 knots, locally
rough and confused seas, occasional lightning strikes, and
potentially blinding downpours. Get to a safe port as quickly, and as
safely as possible. When downpours reduce visibility, slow down.
Please report severe weather to the nearest local law enforcement
agency or U.S. Coast Guard, and ask that your report be relayed to

Offshore Oil Port, moving north at 20 knots.
Mariners can expect widespread gusty winds to around 30 knots, higher
waves, and dangerous lightning strikes. Boaters should seek safe

River and any creeks or washes flowing into it.

* Until 445 AM EDT.
* At 350 AM EDT, severe thunderstorms capable of producing
waterspouts were located along a line extending from near Smith
Island to near San Marcos Wreck to Nandua Pungoteague Reef to
Nassawadox Reef, moving northeast at 30 knots.
HAZARD...Waterspouts and wind gusts 34 knots or greater.
SOURCE...Radar.
IMPACT...Waterspouts can easily overturn boats and create locally
hazardous seas. Small craft could be damaged in briefly
higher winds and suddenly higher waves.
* Locations impacted include...
Onancock Inlet, Nassawadox Reef, Occohannock Reef, Lower Bernard
Island, Rappahannock Range Light, Rappahannock Light, Nandua
