* WHERE...In Maryland, Garrett County. In Virginia, Western Highland
County. In West Virginia, Western Grant and Western Pendleton
Counties.
* WHEN...Until 10 AM EST this morning.
* IMPACTS...The cold wind chills as low as 15 below zero could
result in hypothermia if precautions are not taken. Frostbite and
hypothermia will occur if unprotected skin is exposed to these
temperatures. Wind chill values can lead to hypothermia with
prolonged exposure.
Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.
Keep pets indoors as much as possible.
Make sure outdoor animals have a warm, dry shelter, food, and
unfrozen water.

Patchy dense freezing fog has developed along the Highway 97
corridor south of Bend, as visibilities of one quarter of a mile
or less have been observed on area webcams and local weather
stations. Fog is expected to persist through the morning, likely
dissipating around 11 AM. motorists are urged to use caution as
visibilities may vary or change drastically, and roadways may be
slick due to ice depositing on the road surface.

* WHAT...Life-threatening rip currents due to breaking waves up
to 6-7 feet and occasionally higher, increasing to around 13
feet during the weekend.
* WHERE...Beaches of northern Puerto Rico, from Rincon to
Fajardo, including Culebra. Northern exposed beaches of St.
Thomas and St. John.
* WHEN...Through Sunday afternoon.
* IMPACTS...Rip currents can sweep even the best swimmers away
from shore into deeper water, where it becomes difficult to
return to safety.
* ADDITIONAL DETAILS...Building seas, generated by pulses of
long- period northerly swells, will promote life-threatening
rip current conditions through the weekend.
There is a high risk of rip currents.
Rip currents are powerful channels of water flowing quickly away
from shore, which occur most often at low spots or breaks in the
sandbar and in the vicinity of structures such as groins, jetties
and piers. Heed the advice of lifeguards, beach patrol flags and
signs.
If you become caught in a rip current, yell for help. Remain
calm, do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a rip current, swim parallel to
shore and back toward the beach when possible. Do not attempt to
swim directly against a rip current as you will tire quickly.

* WHAT...Mixed wintry precipitation is expected. Total snow and
sleet accumulations range from a dusting up to 3 inches, highest
along and north of I-85. Total ice accumulations of a tenth to two
tenths will be possible mainly over the southern Piedmont,
Sandhills, into the central and southern Coastal Plain.
* WHERE...All of central North Carolina
* WHEN...As early as Friday afternoon in the western Piedmont and
spreading east Friday night.
* IMPACTS...Roads, and especially bridges and overpasses, will
likely become slick and hazardous.
* ADDITIONAL DETAILS...Snow and sleet are expected Friday afternoon
into the evening hours. Mixed precipitation will then spread
northward Friday night into Saturday including transitions to
sleet, freezing rain, and some all rain. Confidence is low on
exact precipitation types, where they will ultimately develop, and
associated totals of snow and ice accumulation. However,
confidence is increasing that minor to moderate impacts will be
possible Friday afternoon into Saturday morning.
