* WHAT...Flooding caused by excessive rainfall is possible.
* WHERE...Portions of northwest Oregon and southwest Washington,
including the following counties, in Oregon, Benton, Clackamas,
Clatsop, Columbia, Cowlitz, Hood River, Lane, Lincoln, Linn,
Marion, Multnomah, Polk, Tillamook, Washington, and Yamhill. In
Washington, Clark, Pacific, and Skamania.
* WHEN...From late tonight through late Tuesday night.
* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations,
especially for rivers draining the Willapa Hills and Oregon Coast
Range. Flooding may occur in poor drainage and urban areas.
Landslides are possible through this period, especially over the
Cascades due to heavy rainfall above 7,000 feet combined with
snowmelt. There is low probability for debris flows as rainfall
rates are not expected to meet thresholds over recently burned
areas.
* ADDITIONAL DETAILS...
- An atmospheric river and series of frontal systems will
produce periods of heavy rainfall over northwest Oregon and
Southwest Washington through Monday. The heaviest rain will
be over the coast, Coast Range, Willapa Hills, and Cascades
where rain totals from Saturday through Monday night will
range from 3 to 6 inches, with locally higher amounts
possible. Snow levels will rise to above 7,000 feet on
Sunday, and snow melt due to rain falling on the Cascade snow
pack could cause additional flooding concerns for drainages
from the Cascades along with enhanced risk of landslides.

Warming temperatures through next week will lead to changes in
river ice conditions and an increased risk of river ice breakup
and the potential for ice jams. Lower elevation snowmelt and
still frozen ground could also lead to some increased runoff into
creeks and rivers, adding to the potential for river ice breakup.
Ice jams are unpredictable and flooding can rapidly occur, so
those with interests along waterways should monitor water levels
over the coming week and take action should flooding occur.
Additionally, frozen ground after a prolonged cold period and
melting snow may result in standing water in areas of poor
drainage. This could create difficult access to fields and impact
some rural roads. As temperatures warm up more early next week and
the ground begins to thaw, muddy conditions may create additional
impacts. The greatest risk for overland impacts from snowmelt
look to be from eastern portions of Teton and Pondera counties
across portions of Cascade and Chouteau counties and most lower
elevation areas in Judith Basin and Fergus counties, where water
equivalent in the lower elevation snowpack ranges from around 1.0"
to as much as 3.0 to 4.0" in portions of Fergus county. These
areas are also most susceptible to overnight temperatures
remaining near or above freezing tonight through early next week.
Across Southwestern Montana, there is significant water content in
the snowpack in the Gallatin valley, however melting will likely
be slower with overnight temperatures continuing to fall below
freezing.
Stay tuned to the forecast for the latest temperature trends, along
with any warnings or advisories that may be issued. Please report
any flooding to local law enforcement. Do not drive over flooded
roadways as the roadbed may be washed out. Turn Around, Don't Drown.

system later Monday will result in heavy rain at times over the
area. Total precipitation amounts in the mountains will range from 3
to 5 inches, with locally heavier amounts possible in the mountain.

The most likely areas for river flooding will be for rivers flowing
off of the Cascades and Olympics. Urban and small stream nuisance

Low elevation snowpack of around 4 to 12 inches exists across much
of the northern portion of the Bighorn Basin including Greybull,
Lovell, Powell, and Cody. This snowpack contains an estimated 2 to 4
inches of Snow Water Equivalent (SWE). Temperatures beginning Sunday
are expected to climb into the low 40s to near 50 degrees. The warm
temperatures are expected to persist through at least the middle of
next week.
The warm temperatures, combined with the significant low elevation
snowpack, could result in significant melting and injection into
local rivers and streams. Ice break up on the Bighorn and Nowood
Rivers is possible as well, and could lead to ice jamming and
potential resultant flooding.
Similar snowpack also exists across portions of northern Johnson
County. Although the risk for ice jams is lower, ponding of water
and overland runoff could fill culverts and other low-lying areas.
Now would be the time to clear snow, ice, and debris from culverts
and other flow paths to allow runoff to flow away from buildings and
other vulnerable infrastructure. This could include moving deep snow
away from the foundations of buildings, relocating equipment to
higher ground, and moving livestock out of poorly drained or low-
lying areas.

* WHAT...Life-threatening rip currents are likely in the surf
zone due to breaking waves of around 6 feet.
* WHERE...Northern beaches of Puerto Rico, from Aguadilla to
Fajardo.

* IMPACTS...Rip currents can sweep even the best swimmers away
from shore into deeper water, where it becomes difficult to
return to safety.
There is a high risk of rip currents.
Rip currents are powerful channels of water flowing quickly away
from shore, which occur most often at low spots or breaks in the
sandbar and in the vicinity of structures such as groins, jetties
and piers. Heed the advice of lifeguards, beach patrol flags and
signs.
If you become caught in a rip current, yell for help. Remain
calm, do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a rip current, swim parallel to
shore and back toward the beach when possible. Do not attempt to
swim directly against a rip current as you will tire quickly.
