widespread at Cottonwood Point. Access roads off Arkansas Road 362
are flooding. In Tennessee, the grain shipping facility south of
Heloise is mostly underwater. Dee Webb Road, Watkins Road, and
Brady Ridge Road are flooding. Barr Road north of the Wardlows
Pocket Area is beginning to flood.
At 32.0 feet, In Arkansas, docks of the steel mill near Hickman
are flooding. In Tennessee, Mississippi River overbank flooding is
occurring across Highway 88 just north of Dee Webb Road. Extensive
amounts of Chickasaw National Wildlife Refuge are flooded. Sloughs
at the west end of Barr Road are beginning to back up into fields.

* IMPACTS...Light snowfall accumulations are expected as periods of
snow showers impact the region. Be prepared for variable travel

.The arrival of a northwest (310-320 degrees) swell will cause
surf to build to warning thresholds tonight and then peak on
Friday before slowly subsiding over the weekend.
* WHAT...Surf of 25 to 35 feet along north facing shores. Surf of
20 to 25 feet along west facing shores.
* WHERE...North and west facing shores of Niihau, Kauai, Oahu,
Molokai, and north facing shores of Maui.
* WHEN...From 6 PM this evening to 6 PM HST Friday.
* IMPACTS...High. Expect very strong breaking waves and powerful
currents. Waves breaking in channel entrances may make
navigating the channels dangerous.
Stay away from the shoreline along the affected coasts. Be
prepared for road closures. Postpone entering or leaving channels
affected by the high surf until the surf subsides.

A watch remains in effect for the Loup, Platte, and Elkhorn Rivers
due to potential ice jam development. Interests along area rivers,
especially in low-lying areas, should remain vigilant to the
potential for rapidly rising water.
* WHAT...Flooding caused by ice jams continues to be possible.
* WHERE...Parts of eastern Nebraska along the Loup, Platte, and
Elkhorn Rivers.
* WHEN...Through Saturday evening.
* IMPACTS...The formation of an ice jam could result in sudden rises
of water, leading to a rapid flooding situation. Ice jams can
cause water level fluctuations of 1 to 3 feet over a very short
time period and without much notice.
* ADDITIONAL DETAILS...
- Ice breakup and movement has started in the Loup and Platte
Rivers, with an ice jam and minor flooding already being
reported near Columbus, and another ice jam west of Schuyler.
Additional ice movement is likely through Friday.
Monitor updated forecasts and be alert for possible Flood Warnings.
Those living in areas prone to flooding should be prepared to take
action if flooding develops.

The latest altimetry data shows combined seas have fallen to 7 to 9
feet for Yap and Palau. The Ngaraard, Babeldaob buoy has fallen
below 7 feet. The buoy is partially blocked from the swell
direction, but the general downward trend agrees with altimetry
data. The Small Craft Advisory will be allowed to expire based on the
above observations and winds having fallen well below 22 knots seen
on the latest ASCAT.
