one-quarter and one mile in blowing dust. For the High Wind
Warning, west winds 35 to 45 mph with gusts up to 65 mph. For the
High Wind Watch, west winds 30 to 50 mph with gusts up to 85 mph
possible.
* WHERE...Guadalupe Mountains of west Texas and Southeast New
Mexico, and Davis Mountains.
* WHEN...For the Blowing Dust Advisory and High Wind Warning, until
8 PM MST /9 PM CST/ this evening. For the High Wind Watch, from
Monday morning through Tuesday afternoon.
* IMPACTS...Hazardous driving conditions due to reduced visibility.
Travel will be difficult, especially for high profile vehicles
like campers, vans, and tractor trailers. Severe turbulence near
the mountains will be hazardous for low flying light aircraft.
Persons with respiratory problems should make preparations to stay
indoors until the storm passes. Be ready for a sudden drop in
visibility to near zero. If you encounter blowing dust or blowing
sand on the roadway or see it approaching, pull off the road as far
as possible and put your vehicle in park. Turn the lights all the
way off and keep foot off the brake pedal. Remember, 'Pull Aside,
Stay Alive'.
Winds will be particularly hazardous at higher elevations where the
strongest winds are likely to occur. Be especially careful driving
in these mountainous areas. People driving high-profile vehicles
should strongly consider postponing travel in these areas until the
winds subside.
Use caution if flying low near the mountains as severe turbulence is
possible.
Use caution when driving as blowing dust may reduce visibility.

as possible and put your vehicle in park. Turn the lights all the
way off and keep foot off the brake pedal. Remember, 'Pull Aside,
Stay Alive'.
Winds will be particularly hazardous at higher elevations where the
strongest winds are likely to occur. Be especially careful driving
in these mountainous areas. People driving high-profile vehicles
should strongly consider postponing travel in these areas until the
winds subside.
Use caution if flying low near the mountains as severe turbulence is
possible.

Oregon...
Malheur River Near Vale affecting Malheur County.
.Snow melt and increased reservoir releases will cause the river
flows to become high. Expect minor flooding downstream from the
reservoirs.
For the Malheur River...including Vale...Minor flooding is forecast.
* WHAT...Bully Creek, Agency Valley and Warm Springs Reservoirs need
to release water to account for anticipated snowmelt and runoff
for the spring. This will cause the Malheur River to exceed flood
stage for minor flooding through much of next week. As of now, the
anticipated releases are not expected to make the river exceed
moderate flood stage. This will be monitored closely over the
coming days.
* WHERE...Malheur River near Vale.
* WHEN...Until late Friday evening.
* IMPACTS...At 21.0 feet, Flood waters will rise above low spots on
Copeland Road near Harper. Butte Drive will be flooded with water
greater than 1 foot deep between the bridge and Foothill Drive.
The area near the 36th Street Bridge upstream from Ontario will
flood with water flowing over low spots on Malheur Drive. Debris
damming on the 36th Street Bridge may be a problem.
* ADDITIONAL DETAILS...
- At 10:30 AM MST Sunday /9:30 AM PST Sunday/ the stage was
20.0 feet.
- Bankfull stage is 19.0 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 10:30 AM MST Sunday /9:30 AM PST Sunday/ was 20.1
feet.
- Forecast...The river will oscillate around flood stage with a
maximum value of 20.9 feet late tomorrow evening.
- Flood stage is 19.5 feet.
- Flood History...This crest compares to a previous crest of
21.1 feet on 03/05/1983.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Caution is urged when walking near riverbanks.
