The National Weather Service in Burlington, VT has declared March 9 through March 15 as Flood Safety Awareness Week. Each day during the awareness week will feature information about a different flood related topic. Today's topic is Flood Hazards in the North Country. Northern New York and Vermont are at risk from flooding all year long. During the winter, the flood threat is from ice jams and a sudden snowmelt. The risk for snowmelt flooding grows into the spring as temperatures warm and the snowpack melts. Summertime thunderstorms can produce torrential downpours and cause flash flooding. In late summer into the fall, tropical storms can spread prolonged heavy rain across the region. When melting snow is a major source of the water involved in a flood, it is considered a snowmelt flood. Unlike rainfall, which either runs off or percolates into the soil immediately, snowfall accumulates all winter long. When snowmelt finally occurs, it can be the equivalent of an entire season's precipitation running off all at once. Most often, spring melt of the snow pack is a relatively slow phenomenon. Snowmelt rates are usually comparable to light to moderate rainfall. However, if the snow melts quickly enough and is accompanied by moderate to heavy rainfall, flooding can result. Such was the case in December 2023 when heavy rainfall and rapidly melting snow led to severe stream and river flooding across Vermont and portions of eastern New York. The NWS provides extensive information about snowpack conditions across the country. A wide array of ground, airborne and satellite observations are used to monitor snow conditions. The NWS in Burlington issues a biweekly Winter/Spring Flood Potential Outlook which summarizes the risk of spring flooding based on the depth and water content of the snowpack, river flow and river ice conditions, and weather forecasts. Ice jams occur when the solid cover of river ice is broken up by higher river flows, rather than slowly melting away. The large blocks of ice are carried downstream until they are stopped by an obstruction in the river channel such as a sand bar or island, bridge abutment, of thicker ice cover on a deep pool or lake. The ice piles up to form an ice dam, forcing water levels to quickly rise. Ice jams are unpredictable, and the depth and speed of rising water impounded by an ice jam can vary greatly. In March 1992 an ice jam developed in Montpelier, VT at 7:00 am, and by 8:00 am the downtown area was flooded. During the next 11 hours, the business district was covered with 4 to 5 feet of water. Summertime heavy rainfall and thunderstorms can produce torrential rainfall in a short amount of time, in addition to hazards including strong winds, hail and deadly lightning. Runoff from the heavy rain can quickly overwhelm drainage areas, and cause small creeks and streams to become raging rivers. Runoff can damage roads, especially rural dirt roads, by washing away the road surface and carving out deep gullies. In order to produce the heavy rainfall, a thunderstorm may remain stationary over one location for an hour or more. Other times, a succession of several thunderstorms may track over the same location, a phenomenon known as training. Such was the case on July 9-11, 2023 when multiple rounds of heavy rainfall led to severe, and in some cases devastating flash and river flooding across Vermont. When it comes to tropical cyclones, a generic term for a hurricane, typhoon, or tropical storm, wind speeds and severity categories 1- 5 do not tell the whole story. Intense rainfall, not directly related to the wind speed of a tropical cyclone, often causes more damage. Since the 1970s, inland flooding has been responsible for more than half of the deaths associated with tropical cyclones in the United States. Typically, greater rainfall amounts and flooding occur when tropical cyclones have a slow forward speed or antecedent soil moisture conditions are high. Oftentimes flash floods can occur within minutes and sometimes without any sign of rain. Being prepared can save your life and give you peace of mind. Create a Communications Plan It is important to be able to communicate with your family and friends in the event of a disaster. Whether it is having a specific person identified to contact for status updates or a safe location to meet up with family members, having a plan in place will give you peace of mind if disaster does strike. Assemble an Emergency Kit It is good practice to have enough food, water and medicine on hand at all times to last you at least 3 days in the case of an emergency. Water service may be interrupted or unsafe to drink and food requiring little cooking and no refrigeration may be needed if electric power is interrupted. You should also have batteries, blankets, flashlights, first aid kit, rubber boots, rubber gloves, and a NOAA Weather Radio or other battery operated radio easily available. Know Your Risk Is your home, business or school in a floodplain? Where is water likely to collect on the roadways you most often travel? What is the fastest way to get to higher ground? Knowing the answers to these questions ahead of time can save your life. If you have access to sandbags or other materials, use them to protect your home from flood waters if you have sufficient time to do so. Filling sandbags can take more time than you may think. 2. Have a professional install check-valves in plumbing to prevent flood waters from backing up into the drains of your home. Make sure your sump pump is working and consider having a backup. Make sure your electric circuit breakers, or fuses, are clearly marked for each area of your home. 3. Since standard homeowners insurance doesn't cover flooding, ensure coverage by contacting your insurance company or agent to purchase flood insurance. This must be done before there is even a threat of flooding as insurance companies stop issuing policies if there is a threat of flooding. (i.e. an approaching hurricane). Many flood insurance policies take at least 30 days to go into effect so even if you can buy it as a storm is approaching, it may not protect your investment. Prepare your Family/Pets You may be evacuated, so pack in advance. Don't wait until the last moment to gather the essentials for yourself, your family and/or your pets. Charge Your Essential Electronics Make sure your cell phone and portable radios are all charged in case you lose power or need to evacuate. Also make sure you have back-up batteries on hand. Leave If it is likely your home will flood, don't wait to be ordered to leave; evacuate yourself! Make alternative plans for a place to stay. In 2016, what would be known as the Maya Express would literally swamp the northern third of Louisiana with one to two feet of rain. The lengthy storm began on the eighth and would wash out numerous records. The hardest hit areas were in Northeast Louisiana, where Swartz, located 16 miles northwest of Monroe, was submerged by 23.33 inches, while Monroe was swamped by 21.08 inches. Monroe's four day total alone broke the monthly record for the city, breaking the 20.56 inch total set in October 2009. The flooding was obviously catastrophic, with record crests occurring on seven rivers. The Sabine River, which flows from Northeast Texas to along the Texas/Louisiana border, saw record crests at three locations. The nearly two foot rain mega event in Monroe was likely a one in 500 year, to a one in 1000 year storm. This means that a storm of this magnitude has 0.1 to 0.2 percent chance of occurring in any given year. && In 1922, Tuscon Arizona received 6 inches of snow. This was their greatest March snow storm on record and their third greatest snow event ever. In 1893, prairie fires in Graham, Rooks, and Ellis counties in Kansas killed seven people and burned many others. It also caused extensive damage to crops and livestock. In 1999, freezing precipitation during the early morning of the 12th quickly turned to snow. Moderate to Heavy snow continued through the early morning hours of the 13th resulting in up to one foot of snow in most areas. Parts of Gove County received 15 inches by the time the storm ended. There were many road closings on the 12th, including Interstate 70 from the Kansas and Colorado border to central Kansas. Today's topic: Flood Hazards Flooding is a coast-to-coast threat to the United States during every month of the year. Flooding typically occurs when prolonged rain occurs over several days, or when intense rain falls over a short period of time, or when an ice jam causes a river or a stream to overflow into the surrounding area. Flooding can also result in the failure of a water controlled structure, such as a levee or dam. The most common form of flooding is rain and snowmelt that accumulates faster than the soil can absorb it, or the rivers can carry it away. Approximately seventy-five percent of all Presidential Disaster declarations are associated with flooding. The following will describe different forms of flooding: Flash Flooding: Flash flooding are floods that happen in a flash. This type of flood generally develops within six hours of the immediate cause. Causes can include heavy rain, ice jams, levee or dam failures. Tropical systems and Inland flooding: Tropical storms, hurricanes and their remnants can bring devastating floods well inland. New York has a long history of destructive floods from tropical systems which includes Connie and Diane in 1955, Agnes in 1972, Eloise in 1975, Ivan in 2004, Irene and Lee in 2011, and the remnants of Tropical Storm Fred, Hurricane Henri and Ida in 2021. These storms producing widespread disastrous flooding to parts of New York. It is also important to remember than most deaths related to tropical storms and hurricanes come from flooding inland well away from the coast. So, residents in central New York need to pay close attention anytime a hurricane or tropical storm is approaching. River flooding: River flooding occurs when river levels rise and overflow their banks or the edges of their main channel to inundate areas that are normally dry. River flooding can be caused by heavy rainfall, dam failures, rapid snowmelt and ice jams. River flooding is classified as Minor, Moderate, or Major based on predetermined water height thresholds and impacts near the river. The three stages of river flooding are: Minor: low-lying areas adjacent to the stream or river; mainly rural areas, farmland and secondary roadways. Moderate: Water levels rise high enough to impact homes and businesses near the river. Some evacuations may be needed. Major: Extensive rural and/or urban flooding is expected. The circulation touched down at approximately 9:35 AM EDT near the southeastern edge of Wekiwa Springs State Park where it produced mainly vegetative damage in the form of downed oak and pine trees from winds of 65 to 75 mph. The tornado continued on a northeast trajectory where it crossed a wooded area of the state park and into the Wingfield Reserve subdivision of Longwood. Here, more trees were downed in the vicinity of Alvarado Ct and Wingfield Dr due to winds of 80 to 85 mph. Several homes within the subdivision experienced damage to their screened patios and pool enclosures. The tornado intensified as it moved into the Whispering Winds subdivision, bringing mostly winds of EF-1 intensity or up to 100 mph, leading to a significant number of trees that were downed or snapped. More substantial residential damage was noted here, particularly near the intersection of Misty Morn Pl and Blue Iris Pl. Several homes had blown out windows, damage to garage doors, as well as the loss of part of their roofs and awnings. The tornado produced estimated winds of up to 120 mph, or EF-2 intensity, in a small area off of Blue Iris Pl, where the near total collapse of a two-story wood framed home occurred. The circulation dropped back to EF-1 intensity after crossing Markham Woods Rd and into the Markham Glen and Mandaris Estates subdivisions. Here, mainly tree and screen enclosure damage was noted from estimated winds of up to 90 mph. Finally, the tornado crossed Interstate 4 into Lake Mary, where it intersected a local news station and several commercial structures before dissipating at around 9:41 AM EDT. There are no known direct injuries or fatalities as a result of the tornado.
