..Strong southwest flow ahead of a large-scale upper wave
approaching the Southern Rockies will increase winds Thursday
afternoon in conjunction with dry conditions. Relative humidity
in the lower teens will exist for several hours in south-central
New Mexico and far west Texas. Winds will peak during the late-
afternoon hours, with gusts up to 50 mph. Moisture content will
depend greatly on the coverage and intensity of Wednesday
morning's precipitation chances. ERC values are well above
average for early March. Fire danger will be near critical due to
these weather conditions..

Special Weather Statement issued March 12 at 8:24AM EDT by NWS Raleigh NC
Very dry fine fuels and low afternoon relative humidities will
promote an increased fire danger across the western and central
Piedmont and portions of the Sandhills through this evening.
Winds will increase during the afternoon hours, with occasional
gusts to around 15 to 20 mph.
People are urged to avoid outdoor burning through Wednesday. If
you must burn, use extreme caution since fires can grow quickly
and become dangerous in these conditions. Ensure that fire
suppression equipment is readily available. Properly extinguish
and dispose of any smoking materials.

* WHAT...Northeast winds 20 to 30 mph with gusts up to 50 mph.
* WHERE...Portions of the Big Island, Maui, Lanai, and Kahoolawe.
Winds will be strongest over and downwind of the mountains and
where winds are funneled around and between the terrain.
* WHEN...Until 6 PM HST this evening.
* IMPACTS...Winds this strong can tear off shingles, knock down tree
branches, blow away tents and awnings and make it difficult to
steer, especially for drivers of high profile vehicles.
Watch out for falling tree branches when walking or driving. Make
sure tents and awnings are secure or take them down. Be prepared for
power outages.
Use extra caution when driving, especially if operating a high
profile vehicle. Secure outdoor objects.
Secure trash cans, lawn furniture, and other loose outdoor objects
that can be easily blown around by strong winds.

Patchy fog may reduce visibility to one quarter mile or less at
times over parts of north central North Dakota this morning.
Motorists should be prepared for rapidly changing visibility. Be
extra cautious at intersections, school bus stops, and railroad
crossings. The fog will dissipate by mid-morning.
