located on the west bank of the river. Low-lying farmland near the

Relative humidity will drop as low as 15 to 25 percent this
afternoon, along with south-southeast winds gusting to 25 to 35
mph, with localized gusts around 40 mph. These very dry and windy
conditions will pose an elevated risk for wildfire spread this
afternoon in parts of Central New York. Any fires that develop in
dry grass or brush will likely spread rapidly. Outdoor burning is
strongly discouraged, and a burn ban is in place.
Residents are urged to exercise caution if handling any potential
ignition sources, such as machinery, cigarettes, or matches. If
dry grasses and tree litter ignite, the fire will likely spread
very rapidly.
The annual statewide burn ban is in effect until May 14. No burn
permits are issued.

Tom Green Counties.
* WHEN...For the Blowing Dust Advisory, until 3 PM CDT this
afternoon. For the Wind Advisory, until 7 PM CDT this evening.
* IMPACTS...A large area of blowing dust has developed between Big
Lake and Big Spring, moving southeast into the Concho Valley and
Edwards Plateau. Hazardous driving conditions due to reduced
visibility is possible. US-87 between San Angelo and Sterling
CIty, US-67 between San Angelo and Mertzon, and SH-163 from Ozona
to Barnhart to Sterling City will be the most effected.
A Blowing Dust Advisory means that blowing dust will lower
visibilities to less than a mile, resulting in hazardous driving
conditions.

* WHAT...Blizzard conditions. Winds gusting as high as 60 mph will
continue to produce ground blizzard conditions this afternoon.
Expect the conditions to improve through the afternoon as the
winds gradually decrease and temperatures warm.
* WHERE...Portions of northwest and west central Kansas and
southwest Nebraska.
* WHEN...Until 7 PM CDT /6 PM MDT/ this evening.
* IMPACTS...The strong winds and weight of snow on tree limbs may
down power lines and could cause sporadic power outages. Whiteout
conditions are expected and will make travel treacherous and
potentially life-threatening. Visibilities will drop below 1/4
mile due to falling and blowing snow. Plan on slippery road
conditions. The hazardous conditions could impact the Wednesday
evening commute. Strong winds could cause tree damage.
Conditions can deteriorate rapidly in winter weather situations.
Allow extra time if you must travel. Keep a flashlight, food, and
water in your vehicle in case of emergency.
Travel on Interstate 70 could become dangerous or impossible due to
falling or blowing and drifting snow and poor visibility. Whiteout
conditions often lead to disorientation, resulting in a
life-threatening situation. Do not travel unless it is absolutely
necessary.
Severe winter weather conditions are either occurring or imminent
which will produce extreme hardship or loss of life for unprotected
livestock.

extending from near Muscatine to Marston to near Seaton to near
Coldbrook, moving northeast at 40 mph.
HAZARD...60 mph wind gusts.

IMPACT...Expect damage to roofs, siding, and trees.

Preemption, Moline, Gerlaw, Clark's Ferry Recreation Area, New Era,

extending from Sweetland Center to Taylor Ridge to near Burgess to
Henderson, moving northeast at 40 mph.
HAZARD...60 mph wind gusts.

IMPACT...Expect damage to roofs, siding, and trees.
Locations impacted include...
Preemption, Moline, Gerlaw, Clark's Ferry Recreation Area, New Era,
Shale City, New Windsor, Taylor Ridge, Gingle Corners, Lake Warren,
Seaton, Viola, Loud Thunder Scout Camp, Mercer County Fairgrounds,
Blackhawk State Park, Fruitland, Oak Grove, Swedona, Gilchrist, and
Milan.
This includes the following highways...
Interstate 74 in Illinois between mile markers 2 and 7.
Interstate 280 between mile markers 11 and 18.
