* WHERE...Blackwater River above Franklin.

* IMPACTS...At 10.8 feet, A portion of Barretts Landing River Walk
is innundated in Downtown Franklin area.
At 11.8 feet, A portion of State Route 611 in Southampton County,
Joyners Bridge Road, is innundated. A portion of State Route 619,
in Isle of Wight County, is flooded.
* ADDITIONAL DETAILS...
- At 12:45 PM EDT Thursday the stage was 10.0 feet.
- Bankfull stage is 6.8 feet.

.Critical fire weather conditions are expected this afternoon and
early evening over much of south central North Dakota and the
James River Valley. Temperatures will climb into the mid to upper
50s, while afternoon minimum humidity values fall as low as
18 percent. Southwest winds will increase to around 20 mph, with
occasional gusts to 35 mph. Any fires that ignite on could spread
rapidly and quickly become difficult to control.
* WINDS...Southwest 15 to 25 mph with gusts to 35 mph.
* RELATIVE HUMIDITY...As low as 17 percent.
* AFFECTED AREA...Much of south central North Dakota and the
James River Valley.
* IMPACTS...Any fires that ignite will spread rapidly and become
difficult to control or suppress.
A Red Flag Warning means that critical fire weather conditions
are either occurring now, or will shortly. A combination of
strong winds, low relative humidity, and warm temperatures can

* WHAT...For the Small Craft Advisory, south winds 10 to 15 kt
with gusts up to 25 kt. For the Gale Warning, northwest winds
20 to 30 kt with gusts up to 40 kt and waves 2 to 5 ft
expected.
* WHERE...Chesapeake Bay from Sandy Point MD to Smith Point VA,
Tidal Potomac from Cobb Island MD to Smith Point VA, Eastern
Bay, Choptank River to Cambridge MD and the Little Choptank
River, and Tangier Sound and the inland waters surrounding
Bloodsworth Island.
* WHEN...For the Small Craft Advisory, until 6 PM EDT this
evening. For the Gale Warning, from 6 PM this evening to 2 PM
EDT Friday.
* IMPACTS...Strong winds will cause hazardous waves which could
capsize or damage vessels.
Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the
vessel for hazardous conditions.
