* WHAT...A 2 mile long ice jam persists on the Aroostook River at
the bend near Castle Hill and Wade.
* WHERE...A portion of Northern Maine, including the following
county, Aroostook.
* WHEN...Until 500 PM EDT Wednesday.
* IMPACTS...Some low-water crossings have become impassable.
* ADDITIONAL DETAILS...
- At 302 AM EDT, emergency management reported flooding near
the advisory area. Minor flooding is already occurring.
- Camps are flooded upstream of Gardner Creek on the private
camp road.
- For flood safety visit www.weather.gov/safety/flood
Be aware of your surroundings and do not drive on flooded roads.
Water levels can rise and fall quickly in the vicinity of ice jams.
Those with interests along rivers and tributary streams should be
alert for rapidly fluctuating water levels in the vicinity of ice
jams. Never drive through flooded roads or around closed road
barricades. The barricades are there for your safety due to the
potential for ice jam releases or continued flooding.

Special Weather Statement issued March 26 at 3:03AM EDT by NWS Raleigh NC
The combination of low relative humidity of 16 to 24 percent,
northwest winds 10 to 15 mph gusting to 20 to 30 mph, and dry
fuels, will create a risk of adverse fire behavior over central
North Carolina. The strongest winds and driest conditions are
expected across the western Carolinas into portions of the
Piedmont, where humidity levels could dip to near 15 percent
combined with infrequent gusts over 30 mph.
The North Carolina Forest Service has issued a statewide ban on
all open burning until further notice, and all burning permits
have been cancelled. Residents with questions can contact their
NC Forest Service county ranger or their county fire marshal's
office.

Caribou Road to flood at the Fort Fairfield town line.
Strickland Road remains closed due to flooding. Grimes Road
is still covered with large pieces of ice and has been
damaged. The road remains closed.

flow environment ensues today. Given a lack of recent rainfall and
dry 10-hour fuels, a threat for rapid fire spread is possible
from 11 AM this morning until 7 PM this evening.
The National Weather Service in Baltimore MD/Washington has
issued a Red Flag Warning for very dry and gusty northwest winds,
which is in effect from 11 AM this morning to 7 PM EDT this
evening.
* TIMING...From 11 AM this morning to 7 PM EDT this evening.
* WINDS...Northwest 15 to 20 mph with gusts up to 40 mph.
* RELATIVE HUMIDITY...As low as 18 to 22 percent.
* IMPACTS...Any fire that develops will catch and spread
quickly. Outdoor burning is not recommended.
* FUEL MOISTURE...Falling to less than 10 percent.
A Red Flag Warning means that critical fire weather conditions
are either occurring now, or will shortly. A combination of

...RED FLAG WARNING FOR WIND AND LOW HUMIDITY TODAY...
.Very dry conditions will develop again this afternoon. While
winds will not be quite as strong on the whole as they were on
Tuesday, they will once again be gusty and erratic, and localized
areas may see winds on par with Tuesday's. They will remain
elevated throughout the afternoon, then taper off around sunset.
Fine fuel moisture is expected to once again fall to below 10%
during the afternoon hours, which in conjunction with
aforementioned dry and gusty weather will be favorable for the
rapid spread of wildfires across the warned area.
The National Weather Service in Greenville-Spartanburg has issued
a Red Flag Warning for wind and low relative humidity, which is
in effect from noon today to 8 PM EDT this evening.
* AFFECTED AREA...Rabun, Anderson, Habersham, Stephens,
Franklin, Hart, Elbert, Madison, Buncombe, Northern Jackson,
Macon, Southern Jackson, Transylvania, Henderson, Oconee
Mountains, Pickens Mountains, Greenville Mountains, Greater
Oconee, Greater Pickens, Burke Mountains, McDowell Mountains,
Rutherford Mountains and Polk Mountains.
* TIMING...From noon today to 8 PM EDT this evening.
* WINDS...Northwest 5 to 15 mph with gusts up to 30 mph.
* HUMIDITY...As low as 15%.
* FUEL MOISTURE...10-hour fuel moisture expected to fall below 10%
this afternoon.
* IMPACTS...Any fire that develops will catch and spread
quickly. Outdoor burning is not recommended.

Wednesday will again be very dry, with minimum relative humidity
in the 15-20% range expected across much of the region during the
afternoon. While winds are not expected to be quite as strong
today, gusts of at least 25mph are expected during the afternoon,
continuing the enhanced fire danger conditions.
Since the previous issuance of this product, zones in Northeast
Georgia, the western Upstate and mountains of South Carolina, and
parts of the North Carolina Blue Ridge have been upgraded to a Red
Flag Warning. See that bulletin for additional information.
A statewide burn ban remains in place for both North Carolina and
South Carolina.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.
* ADDITIONAL DETAILS...
- Showers and storms are expected early in the morning, though
lulls in rainfall may occur throughout the daytime hours.
Heavy rains and flash flooding potential are greatest during
the evening and overnight period through Friday morning.
Rainfall totals of 2.0-5.0 inches are forecasted across
Southeast Texas, though higher amounts of 5.0-9.0 inches are
possible within the watch area.

The combination of drying fuels, northwesterly winds around 15
mph with gusts around 25 mph, and relative humidity values
dropping into the lower 20s will result in an increased fire
danger across northeast North Carolina.
The North Carolina Forest Service has issued a statewide ban on
all open burning and has cancelled all burning permits until
further notice. The NC Forest Service will continue to monitor
conditions. Residents with questions can contact their NC Forest
Service county ranger or their county fire marshal's office.

combined with wind gusts of 20 to 25 mph, and drying fuels will
result in an increased fire danger across Central and Eastern
Virginia.
Residents are urged to exercise caution handling any potential
ignition source...including machinery... cigarettes...and matches.
Be sure to properly discard all smoking materials. Any dry grasses
and tree litter that ignite will have the potential to spread
quickly.
Virginia residents are reminded that open burning is
prohibited before 4 pm each day through April 30th.

The combination of dry fuels, low relative humidity, and gusty
NW winds will lead to increased fire danger today. Relative
humidity values will drop to 20 to 30 percent, accompanied by
northwest winds of 10 to 15 mph with gusts up to 20+ mph,
especially across Southeast NC. These combined conditions will
result in adverse fire behavior.
Burn bans remain in effect for both North and South Carolina
until further notice. This also means all burning permits have
been cancelled. PLEASE, heed these burn bans in order to mitigate
any additional uncontained wildfires.
