For the Silvies River...including Burns...Minor flooding is forecast.
* WHAT...Minor flooding is occurring and minor flooding is forecast.
* WHERE...Silvies River near Burns.
* WHEN...Until further notice.
* IMPACTS...At 12.0 feet, Flooding of fields will occur in the Burns
area. Water will encroach on some private properties along North
Broadway Avenue, Foley Road, and Stancliff Road. Water will be
close to flowing on to Highway 20 at the Silvies River Bridge. Low
spots in the Burns RV Park may be impacted.
* ADDITIONAL DETAILS...
- At 1:00 AM PDT Wednesday the stage was 12.6 feet.
- Bankfull stage is 10.5 feet.
- Recent Activity...The maximum river stage in the 24 hours

The combination of dry fuels, minRHs in the low 20%s, and gusty
NWerly winds will result in increased fire danger threat for
all of eastern North Carolina today as fires could rapidly grow
out of control and spread quickly.
The North Carolina Forest Service has issued a statewide ban on
all open burning and has cancelled all burning permits until
further notice. The NC Forest Service will continue to monitor
conditions. Residents with questions can contact their NC Forest
Service county ranger or their county fire marshal's office.

Behind a cold front, very dry and gusty west to northwesterly
winds will overspread the region today. Any recent rainfall has
been limited to 0.05 inches or less and confined to the I-95
corridor in central Virginia eastward into southern Maryland.
Additionally, the region remains dry which has dried out fuels,
but not quite as much as those over the Shenandoah Valley.
The combination of these dry antecedent conditions, relative
humidity falling to the 20 to 25 percent range, and sustained
west to northwesterly winds up to 15 mph, with gusts to around 25
to 30 mph will result in an elevated threat for the rapid spread
of fires from 11 AM this morning through 7 PM this evening.
Please refer to your local burn permitting authorities on whether
you may burn outdoors. If you do burn, use extreme caution since
fires can quickly grow out of control under these conditions.

* WHERE...A portion of south Texas, including the following areas,
Aransas Islands, Bee, Calhoun Islands, Coastal Aransas, Coastal
Calhoun, Coastal Kleberg, Coastal Nueces, Coastal Refugio, Coastal
San Patricio, Duval, Goliad, Inland Calhoun, Inland Kleberg,
Inland Nueces, Inland Refugio, Inland San Patricio, Jim Wells,
Kleberg Islands, La Salle, Live Oak, McMullen, Nueces Islands,
Victoria and Webb.
* WHEN...From 1 PM CDT this afternoon through Friday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas. Low-water crossings may be
flooded.
* ADDITIONAL DETAILS...
- Abundant gulf moisture combined with a slow moving storm
system will bring the potential for multiple rounds of
showers and thunderstorms, some with very heavy rainfall. The
rain will begin this afternoon and continue through Friday
morning before ending. Given the hard dry soil from the lack
of rainfall over the past several months, there is a
potential for this heavy rain to quickly run off producing
flash flooding.

The Weather Prediction Center is forecasting a Moderate Risk for
