possible.

- At 318 PM EDT, emergency management reported that an ice jam
remains locked in place. Minor flooding is ongoing.
- An ice jam remains locked in place and is causing North
Caribou Road to flood at the Fort Fairfield town line.
Strickland Road remains closed due to flooding. Grimes Road
is still covered with large pieces of ice and has been
damaged. The road remains closed.

to harmful levels of particle pollution from windblown dust.
* WHERE...in the Coachella Valley. Levels of particle pollution can
vary by time and location depending on emissions and local weather
conditions.

* IMPACTS... Particle pollution can get deep into the lungs and
cause serious health problems such as asthma attacks, heart and lung
disease symptoms, and increased risk of lung infections. Everyone
can be affected, but sensitive groups such as people with lung or
heart disease, older adults, people who are pregnant, children, and
those who spend a lot of time outdoors are at greater risk.
To protect your health, check air quality levels and act as needed:
* When Air Quality Index (AQI) levels are "Unhealthy for Sensitive
Groups" (orange), sensitive groups as specified above should

extended or intense outdoor activity.
* When AQI is "Unhealthy" (red), everyone may experience health

in poor drainage and urban areas. Low-water crossings may be

- Abundant Gulf moisture combined with a slow moving storm
system will bring the potential for multiple rounds of
showers and thunderstorms, some with very heavy rainfall. The
rain will continue tonight through Friday morning before
ending. Given the hard dry soil from the lack of rainfall
over the past several months, there is a potential for this
heavy rain to quickly run off producing flash flooding.

* WHERE...Silvies River near Burns.
* WHEN...Until further notice.
* IMPACTS...At 12.0 feet, Flooding of fields will occur in the Burns
area. Water will encroach on some private properties along North
Broadway Avenue, Foley Road, and Stancliff Road. Water will be
close to flowing on to Highway 20 at the Silvies River Bridge. Low
spots in the Burns RV Park may be impacted.
* ADDITIONAL DETAILS...
- At 12:00 PM PDT Wednesday the stage was 13.1 feet.
- Bankfull stage is 10.5 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 12:00 PM PDT Wednesday was 13.3 feet.

AND LOW RELATIVE HUMIDITY ACROSS NORTHEASTERN WYOMING...
.Dry southwesterly flow is expected Thursday with temperatures
warming into the mid 70s across northeastern Wyoming. Relative
humidity will fall into the low teens along with southwesterly
winds with gusts up to 30 mph. These conditions may result in
critical fire weather conditions through the afternoon Thursday.
The National Weather Service in Rapid City has issued a Fire
Weather Watch for gusty winds and low relative humidity, which is
in effect Thursday afternoon.
* AFFECTED AREA...Fire Weather Zones 314 Northern Campbell, 315
Southern Campbell, 316 Crook County Plains and 317 Weston
County Plains.
* WINDS...Southwest 10 to 20 mph with gusts up to 30 mph.
* RELATIVE HUMIDITY...As low as 13 percent.
* IMPACTS...The combination of gusty winds and low relative
humidity would produce critical fire weather conditions.

Greenville mountains of South Carolina, until midnight EDT Thursday
night.
Winds will turn out of the north-northeast across the mountainous terrain
of South Carolina this evening. This is expected to push smoke from the
Table Rock wildfire in Pickens County and the Persimmon Ridge wildfire
in Greenville County southward into parts of the Upstate. As winds become
light and variable across the foothills late tonight, stable conditions
will enhance the noticeability of smoke, especially for locations along
and north of a line from Clemson to Travelers Rest. Light winds will
pick up out of the south-southwest by midday Thursday, which will
disperse and transport the smoke into the mountainous portion of
Greenville County and North Carolina by early afternoon Thursday.
SCDES recommends that individuals with respiratory health issues limit
time spent outdoors and/or move all activities indoors to avoid the smoke
or fine particulates. Keep windows and doors closed. Run an air conditioner
if you have one but keep the fresh-air intake closed and the filter clean
to prevent outdoor smoke and fine particulates from getting inside. Please
note that locations closest to the wildfire activity are more likely to
experience smoke at any given time. Anytime you see or smell smoke,
take necessary precautions.
