.Critical fire weather conditions will continue this afternoon
over northeastern WY. Highs in the 70s, MinRH around 15 percent,
and southwesterly wind gusts around 30 mph are expected.
Additionally, very dry/well-mixed boundary layer with some mid-
level moisture may result in spotty virga showers this afternoon.
Confidence is low in the development of virga, however, should
any develop, gusty, erratic winds are expected.
* AFFECTED AREA...Fire Weather Zones 314 Northern Campbell, 315
Southern Campbell, 316 Crook County Plains and 317 Weston
County Plains.
* WINDS...Southwest 10 to 20 mph with gusts up to 35 mph.

Warm temperatures continue to help increase the melt
rate of mid and high-elevation snowpack, which will make it into
area creeks and streams. Faster responding creeks that will need
to be watched for higher flows include Martin Creek in Humboldt
County, the Owyhee River, Bruneau River, and Salmon Falls Creek in
Elko County.
The Bruneau River reached action stage (6.0 feet) Wednesday night,
and is expected to remain in or near action stage today and tonight
with the continued above normal temperatures. At this time the
Bruneau River is not expected to reach minor flood stage (7.0 feet).
Flooding is not expected elsewhere on regional creeks or rivers
at this time, but water will be flowing swiftly. Residents and
outdoor enthusiasts are urged to use caution when walking along
riverbanks as run off water will be flowing rapidly with cold
spring melt water. Hypothermia can occur rapidly if someone were
to fall in while swift flows can carry a person downstream.

* WHERE...Silvies River near Burns.
* WHEN...Until further notice.
* IMPACTS...At 12.0 feet, Flooding of fields will occur in the Burns
area. Water will encroach on some private properties along North
Broadway Avenue, Foley Road, and Stancliff Road. Water will be
close to flowing on to Highway 20 at the Silvies River Bridge. Low
spots in the Burns RV Park may be impacted.
* ADDITIONAL DETAILS...
- At 1:00 PM PDT Thursday the stage was 14.0 feet.
- Bankfull stage is 10.5 feet.
- Recent Activity...The maximum river stage in the 24 hours
ending at 1:00 PM PDT Thursday was 14.2 feet.
- Forecast...The river will rise to 14.0 feet late tonight. It
will then recede to near 12.0 feet Monday morning. It will
then rise to 13.2 feet late Tuesday evening and fluctuate
between 12.0 and 13.5 feet through Friday, April 04.
- Flood stage is 12.0 feet.
- Flood History...This crest compares to a previous crest of
14.1 feet on 05/05/1983.

The South Carolina Department of Environmental Services in Columbia
SC has issued an Air Quality Alert for Fine Particulates for the
Greenville mountains of South Carolina, until midnight EDT tonight.
An Air Quality Alert means that fine particulate concentrations within
the specified areas may approach or exceed unhealthy standards due to
local wildfire smoke, mainly along and north of SC Hwy 11.
High pressure drifting east off the Southeast U.S. coast will continue
to dominate the region through Friday, minimizing smoke dispersion from
the Table Rock wildfire in Pickens County and the Persimmon Ridge wildfire
in Greenville County. Stable conditions and light westerly winds overnight
and early Friday morning along the mountains of South Carolina will enhance
the appearance of smoke in the mountainous areas of Greenville County.
Increasing southwesterly winds during the late morning and latter half
of Friday will continue to disperse and transport the smoke into the
mountainous portion of Greenville County, as well as into North Carolina.
SCDES recommends that individuals with respiratory health issues limit
time spent outdoors and/or move all activities indoors to avoid the smoke
or fine particulates. Keep windows and doors closed. Run an air conditioner
if you have one but keep the fresh-air intake closed and the filter clean
to prevent outdoor smoke and fine particulates from getting inside. Please
note that locations closest to the wildfire activity are more likely to
experience smoke at any given time. Anytime you see or smell smoke, take
necessary precautions.

Klamath, Jackson and Douglas Counties. Total snow accumulations 8
to 15 inches, except locally higher amounts up to 20 inches near
Crater Lake. Winds gusting 30 to 50 mph over exposed areas.
* WHERE...South Central Oregon Cascades County above 4500 feet
elevation. This includes Diamond Lake, Crater Lake, and portions
of highways 62, 230, and 138.
* WHEN...From 5 PM this afternoon to 11 AM PDT Friday.
* IMPACTS...Travel could be very difficult to impossible. The
hazardous conditions could impact the Thursday evening and Friday

...RED FLAG WARNING FOR WIND AND LOW HUMIDITY FRIDAY...
.Very dry conditions will develop again Friday afternoon. Wind
gusts will once again be in the 20-25 mph range with a few gusts,
especially along ridge tops, near 30 mph. Winds will remain
gusty throughout the afternoon, then taper off around sunset.
Fine fuel moisture is expected to once again fall to below 10%
during the afternoon hours, which in conjunction with
aforementioned dry and gusty weather will be favorable for the
rapid spread of wildfires across the warned area.
The National Weather Service in Greenville-Spartanburg has issued
a Red Flag Warning for wind and low relative humidity, which is
in effect from noon to 8 PM EDT Friday.
* AFFECTED AREA...Rabun, Madison, Yancey, Mitchell, Swain,
Haywood, Buncombe, Graham, Northern Jackson, Macon, Southern
Jackson, Transylvania, Henderson, Oconee Mountains, Pickens
Mountains, Greenville Mountains, Greater Oconee, Greater
Pickens, Central Greenville, Northern Spartanburg, North
Carolina Portion of the Great Smoky Mountains National Park,
McDowell Mountains, Eastern McDowell, Rutherford Mountains,
Greater Rutherford, Polk Mountains and Eastern Polk.
* TIMING...From noon to 8 PM EDT Friday.
* WINDS...Southwest 5 to 15 mph with gusts up to 25 to 30 mph.
* HUMIDITY...As low as 20%.
* FUEL MOISTURE...10-hour fuel moisture expected to fall below 10%
Friday afternoon.
* IMPACTS...Any fire that develops will catch and spread
quickly. Outdoor burning is not recommended.
A Red Flag Warning means that critical fire weather conditions
are either occurring now, .or will shortly. A combination of
strong winds, low relative humidity, and warm temperatures can
contribute to extreme fire behavior.
